THE POSITION

The Department of Corrections, Field Human Resource Office at State Correctional Institution (SCI) Forest is looking for an innovative Human Resource Analyst 3 to provide essential human resource consultation services. This is an exciting opportunity to oversee human resource related matters and develop compliant strategies to resolve and prevent issues.

DESCRIPTION OF WORK

As a Human Resource Analyst 3, you will support key HR functions and serve as a trusted advisor to management and staff. You will be responsible for managing labor relations activities, including interpreting collective bargaining agreements, coordinating labor/management meetings, and administering the grievance process through investigation, response preparation, and settlement coordination. Work also involves providing guidance to supervisors on the disciplinary process, coordinating pre-disciplinary conferences, and ensuring proper documentation and compliance with established policies.

You will have the opportunity to serve as the on-site coordinator for several HR programs including SEAP, EEO, ADA, and Workplace Violence, assisting with investigations, accommodation requests, and employee support services. Also in this role, you may participate in hearings, support workers  compensation processes, and serve as the on-site point of contact in the absence of the Field Human Resource Officer.

Additional responsibilities include:

  • Addressing employee benefits inquiries
  • Coordinating recruitment and vacancy updates
  • Assisting with workforce planning initiatives
  • Providing essential HR consultation to leadership

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework:
    You may have the opportunity to work from home (telework) part-time, up to 2 days per week, upon successful completion of a 6-month probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office at SCI Forest.

    The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience that includes two years of professional human resource experience, and a bachelor s degree; or
  • An equivalent combination of experience and training.

Other Requirements:
