About Olive Jar

Olive Jar is a specialist talent partner helping organisations build high-performing teams across critical public sector programmes. We support government departments by identifying and securing exceptional talent across permanent, fixed-term, and contract positions.

As demand across major public sector programmes continues to grow, we are expanding our team and looking for a Talent Manager to support resourcing across multiple hiring models and workforce types.

The Role

As a Talent Manager, you will play a key role in sourcing, engaging, and placing talent across contractor, permanent, and fixed-term (FTC) roles. You will manage candidate pipelines, support hiring across complex programmes, and ensure a high-quality experience for both clients and candidates.

This is a relationship-driven role suited to someone who understands the dynamics of public sector hiring and enjoys building strong networks within the contractor and permanent talent markets.

Key Responsibilities
  • Source and engage high-quality candidates for contract, permanent, and FTC roles across public sector programmes
  • Build and maintain strong talent pipelines across key skill areas
  • Manage the full candidate lifecycle from initial outreach through to placement and onboarding
  • Work closely with clients and hiring managers to understand workforce needs and role requirements
  • Coordinate interviews, feedback, and offer processes
  • Support contractor onboarding and compliance processes where required
  • Maintain accurate candidate and pipeline records within the CRM/ATS system
  • Provide a high-quality candidate experience throughout the hiring process
  • Support workforce planning and talent mapping activities for future hiring needs
Requirements
  • Experience in recruitment, talent acquisition, or workforce delivery
  • Experience working across contractor and permanent hiring
  • Strong sourcing and candidate engagement skills
  • Excellent communication and relationship-building abilities
  • Highly organised with the ability to manage multiple roles and hiring streams simultaneously
  • Strong attention to detail and understanding of compliance processes
Nice to Have
  • Experience recruiting for public sector organisations, consultancies, or government programmes
  • Knowledge of contractor markets, IR35 considerations, or contingent workforce models
  • Experience using recruitment systems and candidate databases
What We Offer
  • Competitive salary
  • Performance-based incentives
  • Flexible / remote working
  • Opportunity to work on impactful public sector programmes
  • Collaborative and supportive team environment
  • Clear progression opportunities as Olive Jar grows
