As a Human Resources (HR) Leader, Pay & Client Services, you will provide professional leadership and direction to management, staff, and clients in the application of corporate and departmental pay and benefit policies, procedures, and contractual requirements. You will supervise a team of payroll professionals to ensure compliance with multiple regulatory requirements and adherence to best practices and procedures across multiple unions and policies within The City of Calgary.
A key focus of this role is ensuring the payroll strategy is aligned with the corporation's business strategy. Primary duties include:
- Provide leadership, coaching and development to the Senior Payroll Analyst and team of Payroll Administrators while overseeing planning, payroll service delivery and service excellence with a focus on continuous process improvement and quality assurance.
- Participate in recruitment and career development activities across the division.
- Reallocate resources as necessary to meet changing operational demands.
- Identify training needs within the team and develop training action plans to support development needs.
- Manage the performance of direct reports, including probationary and annual performance reviews and regular one-on-one meetings.
- Collaborate with operational business units and pay services to build and maintain strong working relationships.
- Implement changes to payroll operations and work processes to ensure accuracy in responding to legislated changes or revised payroll directives.
- Participate in leadership team meetings providing technical expertise and systems knowledge to support process improvement and operational efficiencies.
- Ensure strong payroll controls are in place to support audit requirements.
- Liaise with all levels of management and union officials to resolve pay-related issues.
- Represent Pay Services as required at pay-related grievances and arbitrations.
- Identify pay-related items for tabling in the collective bargaining across several unions with Collective Agreements at The City and speak to those proposals, their pay implications, and long-term effects of proposed changes.
- Participate in initiatives and projects collaboratively across divisions and make recommendations relating to system configurations and payroll rules.
- A completed 2 year diploma or degree in Human Resources, Business Administration or a related field.
- A valid Payroll Leadership Professional designation with the National Payroll Institute and at least 6 years of related progressive payroll management experience.
- Equivalent combinations of education and experience may be considered.
- Previous experience with large platforms such as SAP, Oracle or UKG and a multi-union environment will be considered an asset.
- Previous experience with change management will also be considered an asset.
- You have exceptional communication skills with the ability to build and maintain effective, lasting professional relationships accompanied by a demonstrated customer focus.
- Strong organizational abilities, keen attention to detail, proven problem-solving and decision-making abilities, and the ability to adapt to changing priorities in a fast-paced environment.
