Position Summary:We are seeking an experienced and knowledgeable Human Resources Manager to oversee HR operations for our Fremont, California-based construction company, which includes a unionized workforce. The ideal candidate will have a solid understanding of the construction industry and a proven ability to interpret and manage collective bargaining agreements (CBAs). This role plays a key part in maintaining positive employee relations, ensuring compliance with labor laws, overseeing the HR budget, and supporting the company’s people and performance objectives.
This is a primarily on-site role with the option to work remotely one day per week.
- Lead and manage all HR functions in alignment with company policies, construction industry standards, and California employment regulations.
- Provide strategic HR guidance to leadership, focusing on workforce management, labor compliance, and employee engagement.
- Serve as the primary liaison with labor unions; manage the administration and interpretation of collective bargaining agreements (CBAs).
- Support union negotiations, handle grievance and arbitration processes, and maintain strong labor-management relationships.
- Oversee recruitment, onboarding, and workforce planning, including coordination with union hiring halls and adherence to dispatch procedures.
- Collaborate with jobsite leaders to ensure compliance with prevailing wage, DIR-certified payroll, and other public works labor standards.
- Manage employee relations, investigations, disciplinary actions, and conflict resolution for both union and non-union personnel.
- Ensure compliance with California wage and hour laws, Cal/OSHA regulations, and employment-related state/federal regulations.
- Administer employee benefits, medical leaves (FMLA, CFRA, PDL), and workers’ compensation cases in partnership with safety and insurance providers.
- Monitor, forecast, and oversee the HR department budget, including training, benefits programs, and recruitment costs.
- Collaborate extensively with the Payroll and Finance team, ensuring proper interpretation of CBAs, job classifications, and wage determinations for accurate payroll processing.
- Maintain and audit HR documentation and employee records in compliance with all applicable laws.
- Lead HR-related training and compliance programs, including harassment prevention and jobsite orientation.
- Champion initiatives that promote diversity, equity, and inclusion in the workplace.
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s or HR certification preferred).
- Minimum 10 years of progressive HR experience, with at least 5 years in a management role; construction industry experience required.
- Demonstrated experience managing unionized employees and interpreting collective bargaining agreements.
- In-depth knowledge of California labor laws, employment regulations, and construction workforce practices.
- Understanding of public works compliance, certified payroll, and labor classifications.
- Proven ability to manage an HR budget and align HR initiatives with financial and operational goals.
- Strong collaboration skills with cross-functional teams, especially Operations, Safety, Finance and Payroll.
