Position: Senior HR Advisor – 13864

Location: Luton - This role is office based predominantly; candidates will need to be able to attend hearings. There may be the opportunity to work from home once or twice a week.

Desirable
  • Experience of budgetary systems. HR experience within local government context.
Essential
  • Professionally qualified member of the Chartered Institute of Personnel and Development or equivalent level qualification or equivalent extensive experience and able to demonstrate continuing professional development.
  • Substantial knowledge of employment law and best practice within HR.
  • Demonstrable knowledge of issues affecting HR within local authorities and/or Education.
  • In-depth experience within a unionised personnel/HR environment, supporting/managing change, developing policy and providing an HR advisory and support role.
  • In-depth interpersonal skills - able to consult, influence and contribute to negotiations with a wide range of people at a senior level both inside and outside of the Council. Will include trade unions and all levels of employees.
  • Demonstrable presentation skills – able to give effective presentations and training to managers and employees.
  • Able to demonstrate a creative approach to problem solution, analysis and interpretation of employee-related matters, statistics and performance indicators and Human Resource policy development and presentation.
  • Apply a broad understanding of HR issues and policy to make judgements and decisions that provide the basis for problem resolution.
  • Able to plan and organise own workloads – often conflicting demands - to achieve proper balance and prioritisation. Able to operate computerised HR systems including data input and data manipulation, word processor and spreadsheet applications.
