DepartmentalOverview
Berkeley Regional Services (BRS) comprises five service regions that provide high‑quality administrative support to schools, colleges, and departments. The BEST (Biological, Environmental, Science & Technology) Region serves the College of Natural Resources, the Division of Biological Sciences, and related research units, museums, and field stations.
Position SummaryThis role involves recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, training and development, visa procurement, inter‑location transfers, and employee services.
Responsibilities- Supervises a team of HR professionals and provides training resources and general development to elevate overall performance.
- Guides team members on complex HR issues involving policy, investigations, law and labor contract interpretation.
- Audits HR Service Hub for unclaimed and open tasks.
- Encourages team participation in policy improvement work groups and projects.
- Keeps staff informed on policy and legislative updates and leads regular HR team meetings and one‑on‑one meetings.
- Works with other functional teams to identify process improvements, cascades information, and supports implementation of methodologies to improve service levels.
- Participates in succession planning, cross‑training, workload planning and staffing decisions, and assists subordinates with work schedules.
- Sets and implements performance standards, provides feedback and performance ratings, and partners with Regional HR Manager and other resources to develop team skills.
- Manages remote work agreements, equipment issuance and collection, and ensures compliance with university policies.
- Recommends hiring, transfers, promotions, salary actions, terminations, performance management, and budget recommendations; recruits, hires and backfills vacancies.
- Synthesizes university policies, labor contracts and laws to resolve complex, cross‑functional issues with root‑cause analysis and implementing changes.
- Serves as a backup to other HR Supervisors and translates UC and BRS policies across all teams.
- Builds relationships with Dean’s offices and central offices to support campus initiatives.
- Takes required supervisor training and participates in professional development.
- Demonstrated experience leading HR staff with training, performance management and operational outcomes.
- Advanced knowledge of HR principles, practices and employment regulations.
- Ability to exercise independent judgment on moderate‑complex HR issues and recommend appropriate actions.
- Experience applying and interpreting policies and procedures consistently and equitably across employee populations.
- Strong employee relations skills and experience advising supervisors and employees on workplace issues.
- Ability to lead and coordinate HR operational workflows ensuring accuracy and compliance.
- Excellent collaboration and communication skills to explain policies to non‑HR stakeholders and influence without authority.
- Experience working with HR systems and data, monitoring quality, identifying trends and implementing process improvements.
- Strong organizational and prioritization skills for competing deadlines.
- Commitment to equity, inclusion and confidentiality with discretion in handling sensitive information.
- Bachelor’s degree in related area and/or equivalent experience/training.
