BriefJob Description
As part of a collaborative team of public servants, a nurse III protects residents’ health and safety by conducting on‑site inspections and investigations in Texas long‑term care settings (nursing homes, assisted living facilities, and day activities health services) to assess compliance with state and federal laws and rules. The position requires writing detailed reports and supporting regulatory determinations. Travel up to 80% statewide, including overnight and weekend travel, is expected.
EssentialJob Functions (EJFs)
- Under the direction of a program manager, conduct licensure inspections, complaint and incident investigations, and annual comprehensive surveys to determine compliance with federal and state health and safety regulations.
- Communicate clearly and accurately with internal and external stakeholders, exchanging information, answering inquiries, and resolving issues or complaints.
- Conduct exit conferences with facility staff regarding findings and complete inspection or survey reports detailing deficiencies.
- Revisit facilities to verify correction of previously cited regulatory violations and perform quality assurance reviews of documents prepared by others.
- May supervise team members during inspections, provide technical assistance, and lend expertise to a survey team.
- Occasionally testify at hearings or in court proceedings regarding policy, procedures, or findings.
- Assist with non‑skilled care and oversight during emergency licensure action and be available for on‑call duties for emergencies.

- Knowledge of issues, concerns, and needs of populations at risk in various health care and institutional environments.
- Knowledge of nursing principles and acceptable professional standards of patient care.
- Skill in interpersonal relations, quality assurance monitoring, program review, certification, and investigations.
- Skill in providing guidance, policy clarifications, and information to others.
- Skill in preparing detailed written reports and in oral, written, and electronic communications, including computer word processing software.
- Ability to multi‑task and track multiple activities with competing priorities, collect and analyze data, integrate complex concepts, solve work problems, interpret regulatory policies, work independently, use the computer for writing reports, exercise professional judgment, and be task organized and punctual.
Must be licensed as a registered nurse by the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact. Applicant must complete all federal and state training for Nursing Facilities, including Surveyor Minimum Qualification Training within one year of hire.
Initial Screening Criteria- Experience in a Long‑term Care Regulatory program is preferred.
- Experience in assessment and documentation of health status.
- Prefer two years of experience providing services in a health care setting as a registered nurse.
Flexibility in work hours is required. The job requires 80% travel statewide, overnight and weekend travel, and on‑call duties for emergencies. Reliable transportation is mandatory. All applicants must pass a fingerprint criminal background check.
