Job summary

Coventry and Warwickshire Partnership NHS Trust is looking for a highly capable Band 7 Procurement Manager to support the delivery of an extensive multi category workplan. The role will attract someone with a general procurement background who is used to working across a wide range of categories, including Digital, Corporate and Estates and Facilities. The role involves a high level of independence and ability to run sourcing activities as well as negotiate with stakeholders and suppliers.

Experience of working in a regulated environment is important. Experience of working in Healthcare would be useful. The role will support the Head of Contracting and Procurement to track savings and quality improvement benefits to NHS Trusts to deliver best value to the Trust. The post holder will be expected to ensure that the Trust undertakes procurements in line with legislation and best practice and its own SFIs and in a manner that secures best value for the public purse.

Flexibility is necessary to ensure that deadlines are achieved, which may require additional hours over and above the contracted level and may require working from home. This is a hybrid post where the holder works from home but is based at the Trust Headquarters, where they may be asked to attend meeting from time to time. The post holder will require independent access to transport to attend meetings across the West Midlands.

duties of the job

The key responsibilities are:

  • Provide practical support to deliver the procurement workplan
  • Supervise and support Contracting and Procurement staff in delivering high quality commercial activity in a timely manner.
  • Oversee all relevant allocated tenders, quotation processes and competitions to ensure best value for money is delivered in accordance with the Trust SFI's.
  • Report activity and delivery of work plan to the Head of Contracting and Procurement.
  • Liaise directly with relevant stakeholder (internal and external) in delivery the required workplans.

Job responsibilities

Work in partnership with stakeholders to identify opportunities and requirements to produce and deliver the Trust CIP targets and Contracting and Procurement Workplan.

Provide direct management and support to deliver complex/high value and also low value procurement exercises in line with legislation, commercial and contract law, environmental and sustainability requirements as well as Trust SFIs and governance mechanisms:

  • to ensure the production of complete, accurate and relevant procurement documentation for all goods and services, which incorporate lifetime costing methodologies, appropriate evaluation criteria, and bidder evaluation questions.
  • producing regulatory compliant advertisements, tender and contract documentation.
  • supporting the development of relevant commercial strategies and appraisals including advice on service re-design and cost efficiency approaches, working in partnership to provide future proofed and innovative procurement solutions and demonstrating best value for money.
  • managing and supporting at tender adjudication meetings, acting as chairperson or mediator, to ensure a satisfactory and compliant outcome is achieved.
  • attend Trust sites as required to engage at all levels within the organisation, to ensure the requirements of the Service Level Agreement are met.
  • Work to continuously improve the quality of service provided and raise the profile of the Procurement and Contracting Team.
