DSPD Employment Program Administrator

Do you have experience with project management? Do you work well with others? The Utah Department of Health and Human Services is looking for a dynamic and spirited Program Manager. This individual provides program oversight for the Division of Services for People with Disabilities (DSPD).

Plan, control and coordinate one or more agency programs. This position will play an integral role within the DSPD team. This role is responsible for ensuring that contracts/grants and programs are developed and administered to fill their purposes. Manages programs and is responsible for program vision, direction, evaluation, reporting, outreach and promotion, including relationships with partners and stakeholders. Services as the main point of contact for contracts/grants and other programs and assists with managing budgets and compliance.

May act as the State Coordinator for special federal programs and/or represent the agency on various interagency committees and task forces which determine program policy and service delivery.

• Manage plans, control, and coordinate one or more agency programs within the Division of Services for People with Disabilities (DSPD), with a primary focus on the expansion and sustainability of supported employment services statewide.
• Provide program vision, direction, evaluation, reporting, outreach, and promotion.
• Serve as the primary point of contact for assigned contracts, grants, and employment-related initiatives.
• Coordinate implementation efforts, addresses access gaps, and work to reduce systemic barriers that limit employment opportunities in favor of non-employment services.
• Strengthen partnerships with contracted providers, other government agencies, and stakeholders.
• Assist with budget management and compliance, and supports data-informed program evaluation.
• May act as the State Coordinator for employment-related federal programs and represent the agency on interagency committees and task forces impacting program policy and service delivery.

• Has experience/knowledge with disabled individuals and programs
• Has working knowledge of applicable laws, rules, regulations and/or policies and procedures
• Has experience developing and/or implementing new policies/procedures/standards and/or rules/regulations
• Has knowledge of agency and community resources and services
• Has strong partnering skills to foster relationships with people and agencies

• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
• Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
• This position is currently a hybrid of both in-office and remote work days. Please note, a position s eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
