This home-based, full‑time, permanent position is located in the Office of Health Systems Oversight within the Health Systems Quality Assurance Division and requires field work/travel. As a key member of the Behavioral Health Investigation team, you will conduct on‑site and off‑site inspections and investigations of behavioral health facilities and programs to determine compliance with state and federal health and safety standards and regulations.
Key Responsibilities- Lead and direct initial and routine inspections and/or complaint investigations of assigned facilities.
- Develop overall approaches and inspection plans by gathering information on past inspections, complaints, current laws, rules, and input from team members.
- Collect information through interviews with staff, residents, families, providers, agency personnel, and review documents, policies and procedures.
- Observe and evaluate the facility or program operation for compliance with health and safety standards.
- Use environmental measurement instruments to assess safety hazards (slip hazards, air quality, hygiene, infection control, food safety, physical environment).
- Review policies and procedures to assess regulatory compliance.
- Review personnel records to evaluate compliance with required personnel requirements.
- Identify findings and document deficiencies or violations to support corrective or legal action.
- Serve as primary point of contact with the facility representative and Office of Health Systems Oversight management during an investigation.

The position is available to applicants residing anywhere in Washington State. While the official duty station is home‑based, you will be expected to perform in‑field work in multiple geographic areas within Washington State 55% of the time. When not traveling, you may work from home, a Department of Health facility, or another remote location.
Required QualificationsYou must meet one of the following options and any additional criteria listed.
- Option 1: Six (6) years of experience applying state and federal health and safety standards in a survey, inspection, investigation, auditing, or accreditation environment; or experience in law, criminal justice, law enforcement, public safety, social work, counseling, public or private sector health‑related industry, or related field.
- Option 2: A bachelor’s degree or higher in fields such as law, criminal justice, law enforcement or public safety, social work, social science, counseling, public health, health care administration, or related fields; and two (2) or more years of experience applying state and federal health and safety standards in the same context.
After a conditional offer, a criminal history background check will be conducted. Information from the check may be considered in determining suitability for the position.

- Licensed as an independent clinical counselor in Washington or eligible to obtain licensure within six (6) months.
- Experience in environmental health or registered as an Environmental Health Specialist or Registered Sanitarian.
- A master’s degree in relevant fields.
- Experience interpreting state or federal regulations related to behavioral health agencies or other licensed health care facilities.
