Created by the WA State Legislature, the WA Cares Fund (WCF) offers affordable long-term care insurance coverage to all working Washingtonians. This is a rare opportunity to become one of the founding team members as we introduce the nation’s first long-term services and supports social insurance program.

DSHS’s Home & Community Living Administration (HCLA) WCF is hiring key team members now to assist as we move toward the full implementation of the program. Beginning in 2026, the innovative work that you do now will aid qualified people and their authorized representatives to apply for and access their earned benefits that help pay for daily‑living activities. As a Social and Health Program Consultant for the WA Cares Fund, you will play a key role in supporting the successful implementation of one of Washington’s most innovative long‑term care programs. This position provides consultation, training, interpretation, and technical assistance to staff and partners, helping ensure consistent, high‑quality application of WA Cares Fund policies and procedures across the region.

You will collaborate closely with regional and headquarters staff, contribute to statewide work groups, and help shape program guidance, training materials, and quality assurance activities. Your work will focus on strengthening practice, supporting compliance with department expectations, and improving how services are delivered. Through ongoing coordination with community providers and advocacy partners, you will also help expand understanding of the program and support equitable access to WA Cares Fund services.

This position has been approved to work a flexible/hybrid schedule based on business needs. The current expectation is for this position to telework from a home office, but occasional in‑person meetings may be scheduled. Those hired for this opportunity will need to reside in one of the following counties:
Yakima, Moses Lake, Grant or Chelan.

• Provide consultation, interpretation, training, and technical assistance to regional staff and partners on WA Cares Fund policies, procedures, and program requirements.
• Develop, update, and maintain training materials, guidance documents, workflows, and job aids to support consistent program application.
• Coordinate and facilitate training activities, including group sessions and individual support, and monitor training effectiveness.
• Conduct quality assurance and compliance monitoring activities to identify trends, gaps, and opportunities for improvement.
• Review data, reports, and program information to support analysis, documentation, and informed recommendations.
• Serve as a liaison between regional offices, headquarters staff, and cross‑agency partners to support alignment and information sharing.
• Participate in statewide committees and work groups by contributing policy input, planning support, and coordination.
• Collaborate with community providers and advocacy partners to support understanding of program expectations and service delivery processes.
• Attend agency meetings, promote outreach, and travel as necessary.

Professionals with either:

• One year of experience as a Social and Health Program Consultant 3 or equivalent.
• Two years of experience as a Social and Health Program Consultant 2 or equivalent.
• A master’s degree in social work*, a health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
