Job DescriptionThe UN Women Independent Evaluation Service (IES) evaluates the work of UN Women to enhance organizational accountability, provide evidence-based information for decision-making and contribute to learning on gender equality and the empowerment of women. As part of its evaluation plan, IES conducts evaluations under the leadership of evaluation specialists, supported by thematic and methodological consultants and research assistants in accordance with UN Women’s Evaluation Policy and UNEG norms, standards, ethical guidelines and other relevant guidelines.
Quality assurance of outputs and deliverables is measured against UN Women’s Evaluation Policy and UNEG norms, standards, and ethical guidelines, as well as the UN Women Global Evaluation Reports Assessment and Analysis System (GERAAS) guidance.
Under the supervision of the Chief of Evaluation, the Evaluation Consultant will contribute to the conduct of evaluations and other corporate tasks undertaken by IES. As assigned by the Chief of IES, the consultant will contribute to the overall implementation of the corporate evaluation plan, including conduct of evaluations, synthesis, rapid assessments, knowledge management and supporting communications and use of evaluation results.
The consultant may undertake other corporate tasks, as assigned, and will need to connect with the IES team during New York working hours via online platforms.
- Conduct impartial and independent evaluations and syntheses meeting UNEG professional standards.
- Contribute to ongoing IES-led evaluations, syntheses and rapid assessments, promoting stakeholder ownership, learning, alignment with country evaluation systems and partner participation.
- Contribute to evaluations conducted by staff members and consultants.
- Ensure high professional standards in line with UN Women Evaluation Policy and UNEG norms and standards.
- Apply evaluation quantitative and qualitative data collection and analysis tools, including impact evaluation and contribution analysis techniques and approaches.
- Contribute to the quality assurance of evaluation reports through technical review, ensuring reports meet professional standards, norms and assessment criteria.
- Prepare reports and briefing materials for stakeholders on findings and recommendations of evaluations.
- Organize and/or participate in meetings, workshops and other discussion fora to contribute to knowledge management.
- Provide technical support to knowledge management and evaluation use.
- Contribute to the implementation of the evaluation use, dissemination, and knowledge management strategy.
- Develop knowledge products, conduct evaluation use and satisfaction surveys, prepare and deliver presentations, and undertake other approaches for sharing and using evaluation results.
- Share evaluative information in internal and external communities of practice and evaluation platforms.
- Provide advice/information/guidance to project/programme managers on evaluation use.
- Contribute to the development of methodologies and to the review of guidelines, systems, procedures and tools related to evaluation use and knowledge management.
- Perform other related duties and assignments as requested by the supervisor.
- Evaluations are completed on time, of high quality, impartial, independent, credible, and meet UNEG professional standards.
- Timely and quality advice provided to UN Women stakeholders.
- Timely provision of quality capacity development leading towards improved capacity among UN Women’s staff and partners.
