Position Summary
The Legislative Policy Analyst is responsible for collecting, analyzing, and communicating legislative policy information to WEDC staff and stakeholders to achieve policy objectives and strategic initiatives. In support of these duties, the Legislative Policy Analyst provides government relations services to legislative offices, the Governor's office and the business community; establishes and maintains relationships with policymakers, state agencies and stakeholder associations; and assists in the development of policy recommendations.
The Legislative Policy Analyst also serves as a subject matter expert by developing policy reports, briefs, and research studies
Salary Information
$58,500.00 - $71,650.00 Annually
Job Details
The Legislative Policy Analyst will spend a majority of their time in these activities Develop and execute direct government relations programs.
* Initiate and maintain solid working relationships with the Governor's Office, key stakeholders, legislative staff, and service agencies.
* Monitor and track progress of legislative proposals related to WEDC operations and legislation affecting the state's business climate as well as federal legislative activity.
* Draft policy and fiscal analysis of state economic development-related legislation, initiatives, and policy issues in Wisconsin.
* Conduct analysis of state laws, regulations, and programs to identify strengths, weaknesses, opportunities, and threats for economic development in Wisconsin.
* Assist the development of state policy issues and recommendations for WEDC biennial and budget adjustment requests, and other policy initiatives.
* Assist with outreach to partners and stakeholders to solicit input on programs and policies.
* Draft and prepare testimony for presentation to legislative committees; develop communication strategy and other related materials for distribution.
* Establish and maintain information sources and liaison with legislative service agencies, the Department of Revenue, and the Department of Administration.
* Prepare oral and written reports on research results for a range of outlets and audiences.
* Contribute to continuous process improvement efforts.
* Other duties as assigned
Qualifications
Education and Experience
* Minimum of 3 years of experience in legislative affairs, state government entities, or equivalent experience Bachelor's degree in Political Science, Economics, Public Administration or related field or comparable education/experience/training.
Skills and Talents
* Quantitative, analytical and problem-solving skills.
* Written and verbal communication skills to deal effectively with senior executives and government officials, as well as diverse groups of people both internal and external to the organization.
* Strong project management and organizational skills; attention to detail.
* Ability to deliver highly effective presentations to a variety of audiences.
* Ability to navigate projects and information of a confidential and sensitive nature.
* Research, writing, and communication skills required.
* Exercises judgment, tact, and diplomacy to encourage cooperation and support for WEDC policies.
Other Requirements
* National and state-wide travel may occur on a regular basis, 15% of the time. Travel is anticipated to include day and overnight travel.
* Based on the responsibilities of this position, this position may need to lift and/or move up to 10 pounds.
