Lane County is recruiting an Elections & Recording Manager to lead the daily operations of the County Clerk’s Office, overseeing election administration and public records services that directly impact every resident of our community.
As the County Clerk serves as Lane County’s Chief Election and Recording Official, you will act as the operational leader responsible for planning and administering all federal, state, and local elections for more than 300,000 registered voters. In Oregon’s vote-by-mail system, precision, transparency, and public confidence are paramount — and your leadership will be central to delivering all three.
This is more than managing programs. It is stewarding democracy, ensuring accuracy in public records, and leading a team committed to service, compliance, and continuous improvement.
What You’ll Lead- Administration of all federal, state, and local elections
- Maintenance of voter registration records for 300,000+ active voters
- Recording and indexing real property documents
- Issuance of marriage licenses and domestic partnerships
- Oversight of the Property Value Appeals Board process
- Administration of the County Archives Program
- Budget development and fiscal stewardship for the Clerk’s Office
- Cross-departmental collaboration and expert guidance to the public

About the DivisionThe County Clerk’s office plays a pivotal role in our community’s governance, overseeing essential functions that impact every Lane County resident. Lane County, the fourth most populous county in Oregon, encompasses a diverse landscape extending from the Pacific Ocean to the Cascade Mountains. Our county seat, Eugene, is the state’s second most populous city. Lane County offers a vibrant community for living, working, and recreation, along with an excellent benefits package.
ScheduleMonday - Friday; 8:00am - 4:30pm, with possible overtime and limited periods of restricted time off, during peak election season. All staff perform statutorily required in-person services, and the office is open to the public, requiring staff to work in-person. When work permits, staff have the ability to work from home one day per week.
This is a non-represented position.
QualificationsTraining
Experience:
- Nine years of education and/or experience in elections oversight, government recordkeeping, public or business administration, or similar, including three years of experience in a supervisory, management, or leadership role and two years of experience in elections oversight; or a combination sufficient to successfully perform the essential duties of the position.
Licensing Requirements:
- Professional licensure or certification related to the area assigned.
Preferred Requirements:
- Knowledge of election and records administration principles and procedures
- Familiarity with applicable local, state, and federal laws and regulations
- Experience in financial management, including budgeting, accounting, purchasing, contracting, and grant administration
- Familiarity with community agencies, organizations, and resources
- Proven ability to plan, develop, evaluate, and manage programs and projects
- Proficiency in data research, analysis, and reporting
- Experience supervising staff and coordinating program activities
- Exceptional written and verbal communication skills, with the ability to effectively present program goals, policies, and procedures to diverse audiences
