Overview

Government Grants Director oversees AARP Foundation’s government grants portfolio, managing pre and post‑award activities. Serves as the subject matter expert on Uniform Guidance, federal grant terms and conditions, and related regulations. Oversees monitoring and compliance of government grant policies, procedures and ensures implementation through training and technical assistance. Directs the development of proposals, budgets, work plans, and reporting for new and continuing government grant projects.

Responsibilities
  • Leads the development and implementation of government grant policies and procedures.
  • Leads the response to government grant monitoring reviews and audits.
  • Collaborates with Development Program, and other internal teams to prepare, review, approve, and submit application materials.
  • Coordinates internal review of agreements, terms, conditions, and requirements with OGC and relevant stakeholders. Leads negotiations for modifications as needed. Oversees execution of agreements.
  • Monitors grant implementation timelines, reporting requirements, and financial performance while also managing subgrantee activities, including sub awarding, reporting, and compliance monitoring.
  • Monitors new and recompete opportunities, as well as renewal and continuation cycles for existing awards.
  • Reviews requests for proposals (RFPs) and renewal or continuation application materials; conducts due diligence to identify appropriateness and potential risks.
  • Serves as subject matter expert on Uniform Guidance, federal grant terms and conditions, and related regulations. Provides training and technical assistance to staff and subgrantees.
Qualifications
  • Substantial experience in government grant management and compliance.
  • Strong compliance and regulatory skillset, including the ability to interpret grant agreements, apply complex funder rules, and demonstrate working knowledge of 2 CFR 200/Uniform Guidance, procurement policies, internal controls, and policy/procedure development.
  • Proven ability to coordinate and lead responses to audits, monitoring reviews, and other funder compliance oversight processes.
  • Proven ability to coordinate and prepare grant application materials.
  • High attention to detail with strong analytical, organizational, and documentation skills.
  • Exceptional written and verbal communication, with the ability to explain complex requirements to non‑experts.
  • Demonstrated problem‑solving skills and ability to develop practical solutions collaboratively.
  • Ability to manage multiple projects and deadlines while working effectively both independently and in leading matrixed teams.
Preferred
  • Bachelor's degree.

Hybrid Work Environment

AARP observes Mondays and Fridays as remote workdays, except for essential functions. Remote work can only be done within the United States and its territories.
