Under the general direction of the Supervisor II within the Federal Housing Loan and Grant Closing Branch of the Division of Federal Financial Assistance (DFFA), the Senior Fiscal Compliance Specialist is responsible for complex policy and fiscal activities associated with the administration of Federal housing and community development programs including, but not limited to HOME Investment Partnership Program (HOME), HOME Investment Partnership Program American Rescue Plan Program (HOME-ARP), and/or National Housing Trust Fund Program (NHTF).
The Specialist will serve as the Subject Matter Expert (SME) of most significant and sensitive federal financial, reporting, monitoring, compliance, Uniform Administrative Requirements, cost principles and audit requirements for federal awards. The Specialist will represent the Department in various meetings and/or presentations with key partners, inter‑agency and/or inter‑governmental groups related to the Federal housing and community development programs.
Note:
Effective July 1, 2025, a 3 % salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full‑time remote work in some circumstances and/or time‑periods, at the sole discretion of the Department. This is subject to change if HCD's criteria is met.
