Overview
The South Dakota Department of Labor and Regulation is hiring a Purchasing and Property Management Officer to join their Pierre, SD team. This position reviews and approves all purchasing requests in the Department to ensure proper South Dakota purchasing and procurement statutes and Department policy are followed. This position also works with the Director and the staff at each Department location on facility needs and reviews.
This includes procuring services for the facility and ensuring vendors properly perform the services of the contract. This position is located in Pierre, South Dakota, and will not be a remote work position.

This is a full-time (40 hours per week) position working in an office setting within the Department of Labor & Regulation central office. Travel around the state is required as necessary (typically four times per year).

Work schedule:
Full-time, 40 hours per week, in-office
- Review and approve all purchasing requests to ensure compliance with South Dakota purchasing and procurement statutes and Department policy.
- Procuring services for the facility and ensuring vendors properly perform the services of the contract.
- Work with the Director and staff at each Department location on facility needs and reviews.
- Collaborate with departments across the agency to support procurement and property management activities.
- At least 2 years of purchasing experience with a government organization, or at least 2 years of State of SD accounting experience.
- Knowledge Of
- South Dakota purchasing and procurement policies;
- Microsoft Excel formulas and formatting;
- modern office methods, equipment, and practices.
- Skill To
- determine percentages and apply to dollar amounts to properly allocate an item s cost to various fund sources;
- navigate and utilize multiple computer applications in order to complete tasks;
- draft and read contracts and ensure vendors are following the contract requirements;
- utilize virtual video software (Microsoft Teams);
- remain organized when given multiple tasks or items needing to be completed in a day.
- Ability To
- evaluate a purchase request to determine if it is necessary and allowable;
- establish and maintain effective working relationships with vendors and staff within and outside of DLR;
- communicating with landlords on property issues and ensuring landlords are meeting lease requirements, including having hard conversations and negotiating terms for lease agreements;
- work independently with minimal supervision.
