Location: Thurrock

Interim Head of Service Street Scene and Leisure – West Thurrock – Contract – £76.71 per hour PAYE or £103.10 per hour limited paid via Umbrella company inside IR35.

Our client is looking for an experienced Interim Head of Service Street Scene and Leisure.

Responsibilities
  • Manage and develop the Domestic & Commercial Waste Collection Services and Clean & Green Services, including burials, street cleansing, arboriculture, parks and open spaces and general grounds maintenance, within budgets and ensuring agreed standards of output are achieved and compliance with corporate priorities, legal requirements and commercial aspirations.
  • Take responsibility for the procurement and management of external contractors related to all aspects of waste management and Clean & Green ensuring that the Council discharges its legal duties as a Waste Disposal Authority.
  • Manage the Household Waste and Recycling Centre in line with Environmental Permitting Regulations and the site working plan, including the commercial income and re-use facilities.
  • Work with colleagues to achieve service plan objectives and targets.
  • Comply with data protection legislation and the council's Information Security Policy, including supporting policies.
  • Be willing and able to work in a flexible and agile way with regard both to hours of work and location of work, including remote and home working, as required, subject to service needs and requirements.
  • Participate in performance development, talent reviews and one-to-ones and contribute to the identification of your own and team development needs and goals.
  • Actively promote and comply with the council's diversity and equality policies.
  • Ensure full compliance with the Health and Safety at Work Act 1974, the council's Health and Safety Policy and all locally agreed safe methods of work.
  • Fully understand and be aware of the commitment to Section 17 'Duty of the Crime and Disorder Act 1998 to prevent crime and disorder'.
  • At the discretion of the senior management, undertake other activities as, from time to time, may be agreed consistent with the grade and nature of the role.
  • Undertake and maintain relevant mandatory training in line with legislation.
  • Provide leadership and strategic direction for the Waste Management Services, including domestic and commercial collections, waste disposal contracts and the Household Waste and Recycling Centre (HWRC).
  • Provide leadership and strategic direction for the Clean & Green Services, including burials, street cleansing, arboriculture, parks and open spaces and general grounds maintenance.
  • Be accountable for the formulation and maintenance of policies, procedures and strategies covering Waste Management & Clean & Green reflecting all regulatory prescriptions, constraints and corporate objectives.
  • Undertake effective day-to-day management of the Waste & C&G Management Teams, giving positive support and direction and ensuring excellence in delivery.
  • Control the Service's revenue and capital budgets; ensuring expenditure is contained within set budgets and to operate within Council budgetary procedures; preparing annual budgets and capital and funding bids as appropriate for the ongoing development and sustainability of the service.
  • Manage the Service's income streams, be these from the HWRC, Commercial Waste Collections, Bulky waste collections, housing and other internal/external customers or other new and innovative initiatives.
  • Analyse information about performance in service specific areas and secure changes in policies, plans and practices to improve standards, value for money and public satisfaction.
  • Effectively plan and deploy the financial, human and other resources under the post's direct control to achieve high standards, commercial income generation, value for money and public satisfaction.
  • Work in conjunction with colleagues in related roles to coordinate the policies, plans and working practices to improve the public's experience of Environment, Highways and Counter Fraud Services throughout the Borough.
