The Planning Specialist works in the Main Streets and Active Transportation Section within the Office of Multimodal Planning (OMP). The OMP facilitates and directs Colorado’s statewide transportation planning process and develops the multimodal Statewide Transportation Plan (SWP) which integrates with CDOT’s other modal and functional plans. The section addresses active modes of transportation to equitably move people, reduce emissions and improve quality of life and provides expertise to CDOT staff, local, regional and state organizations, metropolitan planning organizations, urban and rural communities, and the general public.
The section also administers many grant and federal aid programs such as CSRTS, TAP, RMS, MMOF, and the bicycle‑and‑pedestrian grants under CMAQ.
This position will provide guidance and support on Colorado’s local land‑use planning practices and standards and implement various CDOT policies related to land use. The role works with CDOT’s five regions on interchange application review and with other state‑government departments on inter‑agency land‑use policy implementation.
Your duties will include, but are not limited to, the following- Implement strategies, policies, and plans that involve land use and bicycle/pedestrian elements to achieve the division’s goals, including the Greenhouse Gas (GHG) Transportation Planning Standard and CDOT policy on new and modified interchange requests.
- Review and track Transportation Demand Management (TDM) measures, including mixed‑use development and transit‑oriented development strategies.
- Review grant applications for land‑use components as needed.
- Assist the Corridor Planning Program Manager and Section Manager with state land‑use legislation, focusing on CDOT‑related items.
- Assist with planning efforts such as the Active Transportation Plan or the 10‑Year Plan as needed.
- Provide direct assistance to external customers (municipal and county planning staff and elected officials) by answering questions related to the transportation planning process; provide interpretation and decisions related to the process.
- Coordinate with the Corridor Planning Program Manager to identify best practices for land‑use context and synthesize guidance on multimodal facility design to share across CDOT.
- Assist with special projects, including what‑if scenario analyses, innovative models, datasets or methodologies that improve decision information, and advise regional staff or local representatives on unique planning issues.

- Opportunity to work from home three days a week after training.
- Occasional travel during the work day 0–2 times per week for meetings throughout Metro Denver.
- Public and evening meetings 0–5 % of work days per month.
- Overnight travel approximately 0–5 % of work days per month across Colorado for planning meetings and training.

- Six (6) years of full‑time professional work experience, including four years in land use, environmental, urban, city, regional or rural planning, transportation or transit planning, or a closely related field.
