Job Summary

This senior‑level position drives the federal and state implementation of H.R.1 – the One Big Beautiful Bill Act and other major directives, including federal legislation for Medicaid. The role involves budgeting, staff resourcing, significant IT system changes, regulatory compliance, data analysis, stakeholder engagement, and more, working closely with the Deputy Director of Community Engagement & Regulatory Affairs.

Duties & Responsibilities
  • Create and oversee the comprehensive agency plan to respond to H.R.1 and other emerging federal directives.
  • Lead the portfolio of projects to implement federal H.R.1 components, ensuring compliance and operational readiness.
  • Manage vendor relationships and coordinate cross‑functional federal and state projects.
  • Communicate and coordinate with state agencies and partners to drive federal response coordination, implementation efficiencies, and communications.
  • Collaborate with senior leadership to deliver strategic recommendations and drive the agency’s response to emerging directives.
Knowledge, Skills & Abilities (KSAs)
  • State government and health care issues surrounding the Medicaid program.
  • Tribal government and sovereignty considerations.
  • Key health and health care stakeholders in Arizona.
  • Strategic planning and community input processes.
  • Change management principles.
  • Group facilitation and team leadership.
Qualifications

Arizona Driver’s License

Minimum Requirements
  • Five years of experience working with Medicaid programs, including leadership support and financing model knowledge.
  • Familiarity with federal regulatory processes and H.R.1 Medicaid provisions, especially work‑requirement eligibility policies.
  • Experience leading complex projects or programs and influencing teams to achieve defined goals.
Preferred Qualifications
  • Bachelor’s or master’s degree in public relations, public affairs, communications, public administration, health care administration, or political science.
  • Experience engaging with federal agencies, stakeholders, and elected officials.
  • Proven success implementing federal Medicaid policies and processes.
Pre‑Employment Requirements
  • Successful background check, employment verifications, and reference checks.
  • Travel required for state business; driver training may be required.
