Health Program Manager 2 – Arizona Department of Health Services

Job Location:

150 N 18th Ave., Phoenix, AZ 85007.

Salary: $56,650;
Grade: 21.

Job Summary

The position will serve as a Lead Inspector, ensuring annual goals and deliverables relating to the program are achieved. The Lead Inspector will also back‑up Program Coordinator duties, assign inspections, close completed inspections, compile and submit reports, invoices and inquiry responses to the FDA, attend meetings on behalf of the Program, and submit vehicle mileage reports. Other responsibilities include conducting takeover operations, training of subcontractors and staff, travel throughout the State and enforcement activities as required, and serving as liaison with Community Based Organizations, the Arizona Attorney General’s office and Counties.

Job Duties
  • Conduct undercover buy (with minors) and advertising and labeling inspections for compliance with sections 907(a)(1)(A) and 911 of the Federal Control Act.
  • Manage quota for Synar inspections annually and maintain communication with the Program’s Synar data manager.
  • Complete logs, inspections, scheduling/mapping inspections, and prepare quarterly reports.
  • Serve as liaison between program, Community Based Organizations, Arizona Attorney General's office, and Counties to plan and coordinate state‑wide inspections.
  • Back‑up Program Coordinator: assign inspections to the FDA Tobacco Team, close out completed inspections, compile and submit reports, invoices, inquiry responses to FDA, attend meetings, submit vehicle mileage reports.
  • Conduct training for subcontractors and staff; coordinate inspections and staffing needs with outside agencies.
  • Other duties as assigned (5‑10%).
Knowledge, Skills & Abilities (KSAs)
Knowledge Of:
  • State and Federal tobacco control laws.
  • Public health principles, environmental health, regulatory inspection procedures.
  • Performance Management (PM), Continuous Quality Improvement (CQI), Lean methodologies.
Skill In:
  • Analytical & critical reading and writing skills.
  • Communication, organizational and interpersonal skills.
  • Planning and coordinating skills.
  • Professional certifications such as Registered Sanitarian (preferred).
Ability To:
  • Communicate information orally and in writing.
  • Exercise sound judgment for compliance and enforcement decisions.
  • Support a diverse multicultural workforce and promote equal opportunity, creating an inclusive environment.
Selective Preference(s)

Bachelor’s Degree in a science related to public or environmental health with 3 years experience with regulatory investigations and compliance enforcement.

Pre‑Employment Requirements
  • Valid Arizona Driver’s License, undergo criminal and driving background check.
  • Legally authorized to work in the US; become a commissioned officer of the U.S. Department of Health and Human Services, Food and Drug Administration under the Federal Food, Drug, and Cosmetic Act.
  • Must clear FDA background check; travel to meet job requirements, including nights, overnight stays, weekends.
  • Must complete electronic employment eligibility verification (E‑Verify) and other required trainings/equipment.
