THE POSITION

DESCRIPTION

OF WORK

As the Director of the Bureau of Accounting and Financial Management (BAFM), you will be responsible for planning, directing, and coordinating the development and provision of centralized financial policy, systems, support, recording, reporting, and technical services to provide for the accountability and effective management of Commonwealth funds. Work also involves collaborating with the Directors of all Bureaus within the Office of the Budget to gather, analyze, and report financial and finance-related data that may affect budgetary, operating, and proprietary accounts as well as subsidiary ledgers.

Your insight will be instrumental in making recommendations on matters such as:

  • Personnel management
  • Redeployment of critical resources to address workload demand
  • Escalation and reporting of critical issues
  • Planning and implementation of statewide financial management projects

Our ideal candidate is an experienced, innovative leader willing to lead and support staff through ever changing operations. They will also have the ability to demonstrate a thorough understanding of governmental GAAP, internal control frameworks, and federal uniform grant guidance.

WORK SCHEDULE AND ADDITIONAL INFORMATION
  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework:
    You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

QUALIFICATIONS REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYMinimum Experience and Training Requirements
  • Seven years of professional accounting experience, including three years in a supervisory capacity, and a bachelor’s degree which includes twenty-four credits in accounting.
Special Requirements
  • This position requires possession of a valid certification by the State Board of Accountancy, or equivalent certifying agency of other states, as a Certified Public Accountant (CPA).
Additional Requirements
  • You must have at least seven years of professional finance experience that includes at least five years in a senior leadership role.
  • You must have at least five years of experience with Annual Comprehensive Financial Reports and statewide federal Single Audits.
  • You must have the ability to think strategically and drive organizational change.
  • You must have strong attention to detail and commitment to maintaining high standards of quality and accuracy.
  • You must have the ability to manage multiple, complex, and/or high-priority projects and initiatives in a fast-paced dynamic environment.
  • You must have excellent communication, presentation, and interpersonal skills.
