Job Responsibilities

Lead a range of strategic finance projects supporting the development of the new Authority.

Work closely with the Interim Strategic Finance Lead to support key financial priorities and programme delivery.

Ensure financial strategies, policies, systems, and processes align with the Authority’s Implementation Strategy.

Manage project risks, dependencies, and timelines to ensure high-quality and transparent delivery.

Lead projects to negotiate and implement Service Level Agreements (SLAs) with constituent councils for finance services including:

General Ledger

Accounts Payable

Accounts Receivable

Banking and Treasury functions

Lead projects to determine and implement the financial implications of transferring services from existing organisations to the new Authority, including staffing, operational costs, assets, and liabilities.

Support the development of Financial Regulations, Standing Orders, Treasury Management strategies, and financial policies.

Assist in developing the Authority’s first budget and Medium-Term Financial Plan (MTFP).

Support the creation of effective budget management and financial governance processes.

Contribute to the development of investment appraisal processes to ensure value for money.

Support the development of VAT monitoring processes and coordinate specialist tax advice where required.

Assist in establishing internal control frameworks, including supporting the creation of an Audit and Governance Committee and internal audit arrangements.

Work with senior leaders, elected Members, and external partners to ensure financial projects progress effectively and remain aligned with strategic objectives.

Person Specification

Must-Have Requirements

Professional accountancy qualification (e.g., CIPFA, ACCA, CIMA, or equivalent).

Significant experience in strategic financial management within complex organisations.

Strong project management skills with experience delivering finance-related transformation or implementation projects.

Experience developing or implementing financial policies, processes, and governance frameworks.

Ability to work independently and manage multiple priorities within a fast-paced environment.

Strong stakeholder management and communication skills, with the ability to work effectively with senior leaders and partners.

Nice-to-Have Requirements

Experience establishing financial systems or processes for a new organisation or organisational restructure.

Experience working within UK Local Authorities or public sector organisations.

Knowledge of transport-related financial issues within local government.

Experience working with multi-agency partnerships across local authorities.

Additional Information:

Hybrid working arrangement: 4–5 days per week, with a mix of home working and attendance in Sussex (initially approximately one day per week on-site).

The role operates within a complex and politically sensitive environment, requiring high levels of professionalism and leadership.
