We are seeking a dynamic, analytical, and collaborative leader to be our Budget Manager
. In this working manager role, you will personally develop, implement, and oversee key budgets and conduct essential analyses alongside your dedicated team. This high-impact position requires excellent communication, interpersonal, and presentation skills to inform stakeholders, resolve challenges, and equip leaders to make strategic budgetary decisions. You will lead the production of detailed summary reports and financial presentations, coordinate complex budget requests, and make multi‑year forecasts that shape the department’s future.

What

You’ll Do
  • Under the direction of the Deputy Budget Director and Budget Director, plan, direct, delegate, and review the development of expenditures and FTE budgets for assigned division(s).
  • Coordinate the development of all internal budget development as well as budget requests including decision items, budget amendments, and supplementals, for assigned divisions.
  • Coordinate the development of five‑year forecasts for assigned cash funds and ensure that issues or concerns with fiscal viability are identified and explained while providing recommendations for remediation options.
  • Make multi‑year revenue, expenditure and fund balance forecasts and interpret results of analysis and provide explanation for vacancies and trends in revenues and fees for various business units.
  • Conduct research by utilizing current studies, methodologies, and data from a variety of sources to support revenue projections as appropriate.
  • Assist in the legislative fiscal note process and review of budget submission schedules.
  • Lead the production, questioning, verification, and validation of detailed summary reports and financial presentations.
  • Coordinate the development of monthly updates to the fiscal year projection for assigned cash funds, including revenue, expenditures, and fund balance.
  • Supervise a team of budget analysts, ensuring that work is timely and accurate.
  • Conduct annual performance evaluations, plan workload, and perform hiring and disciplinary actions as necessary.
  • Meet the training needs of the staff and allocate resources to meet the goals and objectives of the section and the department.

Remote work is available through flex‑place (telework/work‑from‑home) arrangements, with occasional on‑site visits to attend meetings at 2829 W Howard Pl, Denver, CO 80204.

Residency Requirement

Minimum Qualifications
  • Eight (8) years of relevant experience in accounting, financial analysis and/or budget development, implementation, formulation, execution and/or analysis.
  • OR a combination of related education and/or relevant experience equal to eight (8) years; a current, valid CPA license by the Colorado Board of Accountancy substitutes for the degree requirement and two (2) years of the required experience.
Preferred Qualifications
  • Knowledge of GAAP and GASB pronouncements.
  • Advanced financial‑modeling experience.
  • Qualitative and quantitative analysis experience.
  • Process improvement and lean initiatives experience.
  • Experience presenting complex financial data to leadership.
  • Experience developing and monitoring KPIs.
  • Public sector experience in budget development, implementation, formulation, execution, and analysis.
