Location: Olympia, WA - Full-Time/Permanent/Hybrid. This position/role is in-office for the first six (6) months and remote work can be determined after training is complete and proficiency of the role is evident.

Salary: $71,472- $96,144 Annually.

As a Fiscal Analyst, this position supports the agency's mission by providing professional and innovative financial solutions, promoting fiscal responsibility, and ensuring accountability to DCYF employees and stakeholders. This position serves as a Principal Assistant to the Accounting Manager by being the primary financial analyst for the operations team within the accounting unit. This is accomplished by performing independent analysis of financial data and being a resource to Accounting staff, who process accounts payable, accounts receivable, and travel transactions.

The successful candidates will ensure adherence to proper accounting practices and internal controls, in alignment with Generally Accepted Accounting Principles (GAAP), while contributing to the overall financial integrity and operational excellence of the agency.

In this role, you will:
  • Supervise and coordinate the work performed by professional accounting staff involved in agency purchasing activities: including monitoring contract disbursements, capital asset management, inventory accounting, accounts payable and accounts receivable.
  • Conduct performance evaluations and develop performance measures and standards.
  • Conduct and participate in staff meetings by serving as a resource, offering solutions to problems that arise, and using the information gathered at the meetings to improve job performance.

  • Determine work procedures, manage work schedules to ensure the business needs are being met, determine methods for expediting workflow, assign, review and approve the work of subordinate staff.
  • Advise, consult and mentor staff on work assignments to ensure timely and accurate processing of transactions in the Agency Financial Reporting System (AFRS).
  • Communicate with management regarding the impact of state legislation and regulations pertaining to fiscal matters.
  • Manage the completion of assigned fiscal year activities within the designated time frames set by Office of Financial Management (OFM).
  • Analyze and reconcile financial data to prepare assigned state financial disclosure forms.
  • Review financial data or documentation to determine amounts owed to or by the agency.
  • Submit invoices to other agencies within the terms and conditions of the signed agreements.
Required Qualifications:
  • A bachelor’s degree, which includes at least 18 quarter or 12 semester hours in accounting, auditing, or budgeting, AND four (4) to five (5) years of relevant professional experience. Professional experience may substitute for education, but not for the credit hours.

  • Equivalent combination of education and experience totaling seven (7) years.

Demonstrated Knowledge Of:
  • Supervisory principles, practices, and office administration.
  • General Accepted Accounting Principles (GAAP) as well as accounting policies and procedures.
  • State policies and laws, i.e., State Administrative and Accounting Manual (SAAM), Revised Code of Washington (RCW), and the Washington Administrative Code (WAC).
  • Problem-solving and decision-making processes.
  • Effective communications and interpersonal relations.
