Job ProfileUnder the general direction of the Manager of Finance, the Assistant Controller is responsible for managing the efficient and effective functioning of the Financial Services Division. Primary responsibilities include mentoring and development of staff, documentation and monitoring of departmental financial systems including internal controls, coordinating the operating and capital budgeting and forecasting processes, directing financial analysis and reporting functions, and managing the financial aspects of Reserve Funds and Special Operating Agencies for which the Department is responsible.
The Assistant Controller is also responsible for specialized property accounting functions for which the Department is responsible (e.g. Land Operating Reserve), interacts with the Departmental Senior Management Team on an ad hoc basis, and acts for the Manager of Finance in his/her absence.
- Manage all operations of the Financial Services Division and provide leadership to Division staff.
- Direct and coordinate the Department’s Operating and Capital Budgeting processes.
- Direct financial reporting and analysis activities including financial statement preparation.
- Review Departmental financial systems and internal controls to assess their adequacy and whether they are functioning as intended, detect potential weaknesses, provide recommendations to address any deficiencies identified, and ensure staff are following prescribed processes and procedures.
