Summary King County’s Finance and Business Operations Division, Treasury section, is seeking a Functional Analyst
1. This recruitment is open to current internal King County employees only. This position is to fill a Term-Limited Temporary role anticipated to last one year; if filled by a regular King County employee, the TLT will be a Special Duty Assignment. The role provides functional production support and routine system administration for Treasury’s tax collection system, including running and updating standard reports and queries, troubleshooting and documenting system issues, participating in defining and documenting processes, and identifying potential processing efficiencies.

Job Duties
To be considered for this opportunity, you must demonstrate knowledge, skill and ability in the following areas:
- System Administration: Perform routine system administration, maintenance, and documentation for Revenue Collections processes. Track, troubleshoot, and resolve system problems and issues following established guidelines. Coordinate issue resolution with multi-disciplinary teams. Participate in audit preparation and maintain data integrity. Provide feedback to stakeholders on system processes, applications, and modifications. Develop and implement standard work for technical procedures and train colleagues on new procedures.
- Research & Troubleshooting: Research, troubleshoot, and resolve routine systems issues; coordinate with multiple stakeholders to resolve errors. Escalate complex issues to senior-level staff as needed.
- Balance and Reconcile Tax Payments: Balance and reconcile tax system payments from multiple sources to individual tax accounts daily; locate and resolve system errors. Elevate complex errors to senior staff. Ensure tax accounts are in balance. Support senior functional analysts with preparing data files for property tax mass payments.
- Reporting: Run and update standard reports and create system queries. Prepare routine and ad-hoc data requests from internal and external stakeholders.
- Written and Verbal Communications: Communicate daily with internal and external customers; provide information and assistance on routine questions involving system processes and procedures.
- Experience using Oracle EBS Cash Management or Accounts Receivable Modules.
- Intermediate to Advanced Excel skills; ability to perform detailed and accurate data analysis.
- Experience in an automated financial system as a super user involving transaction processing, relational databases, data models, and troubleshooting applications.
- Experience in a high-volume data transactional environment with high-value financial accounting and reconciliation.
- Intermediate-level analytical thinking, problem-solving, and troubleshooting skills.
- Ability to work independently and collaboratively as a team member.
- Willingness to think differently, try new things, and improve processes.
- Strong communication, interpersonal, writing and customer service skills.
- Intermediate proficiency with MS Office productivity tools.
- Ability to manage time, adapt to changing priorities, handle multiple priorities and projects, meet deadlines, and produce timely and quality work products.
- Ability to work with people from diverse backgrounds.
- Experience with Treasury systems and/or working in a treasury function.
- Experience with mainframe systems.
- Experience with LEAN processes and principles.
- Experience with SharePoint, MS Teams and other collaborative online tools.
- The Treasury team works in a hybrid model, with some in-office and some remote work. The ratio will depend on business needs and can change. During new hire training and peak work seasons, the position may be 100% in-office. Primary onsite location:

Employees must reside in Washington state and be within reasonable distance to respond to workplace reporting requirements. - Work Schedule:
Non-Exempt under FLSA; overtime eligible. 40-hour workweek, typically 8:00 a.m.–5:00 p.m., Monday through Friday, paid bi-weekly. - Union Representation:
