BASIC FUNCTION
Under the direction of the Director-Fiscal Services, perform a variety of highly specialized and complex accounting duties to assist in the preparation, analysis and maintenance of designated budgets; evaluate and project annual income and expenditures to determine budget requirements; prepare, maintain and assure accuracy of the position control system as it integrates with the budget and payroll system; this position works closely with human resources, business, payroll and district administration to provide analytical support and guidance for effective budget management and workforce planning.
ESSENTIALDUTIES
- Perform a variety of highly specialized and complex accounting duties to assist in the preparation, analysis and maintenance of designated budgets; assure compliance with established budgetary guidelines, rules, regulations, policies and procedures; responsible for the technical and daily management and operation of the district’s position control system as it operates in conjunction with personnel and the budget and payroll system.
- Manage the position control system, ensuring all positions are accurately classified, budgeted, and aligned with district structure and goals; collaborate with human resources to ensure timely updates to position control data, position authorizations and vacancy tracking; monitor FTE allocations and ensure staffing levels remain within approved limits.
- Evaluate and project annual income and expenditures to determine budget requirements; analyze budgetary data and provide administrators with recommendations concerning budget development, projections and administration; coordinate with site and district administrators on the development of master schedules, monitor instructional minutes and ensure compliance with state regulations.
- Monitor financial activity of assigned accounts; monitor expenditures and revenue; post expenditures to appropriate account; adjust accounts as appropriate; compare expenditures with financial records to verify and assure accuracy.

EDUCATION AND EXPERIENCEAny combination equivalent to: bachelor’s degree in accounting or related field and four years increasingly responsible accounting or budget development experience involving the review, analysis, maintenance and adjustment of a variety of budgets, funds, accounts and position control systems. Experience in a public agency is preferred.
