Overview
The State University of New York (SUNY) System Administration Budget Office seeks an Assistant Director for Budget Development and Planning who would be responsible for working with the 29 State-operated campuses, five Statutory campuses at Cornell and Alfred Ceramics, three teaching hospitals, departments, and agencies both internal and external to SUNY, and the 30 Community Colleges to prepare documentation, reports, analysis, and independent reviews of external information that would aid in developing and successfully implementing the budgetary needs of the same.
The Assistant Director will report to the University Budget Director and collaborate with the System Administration Budget Office, other senior System Administration staff, and the Chief Financial Officer to meet SUNY’s budgetary and financial needs. The role includes aiding in annual State Budget requests, analyzing budget actions, performing independent data analysis, and maintaining operational reporting, statistics, and metrics. The incumbent will supervise two professionals and guide other SUNY policies and procedures adherence.
- Lead the ongoing review and recommendations for State-operated campus fee submissions and the annual State-operated Campus Tuition rate setting working group, with cooperation from the Budget Office
- Develop and maintain long-term financial and enrollment forecasts for all SUNY institutions in collaboration with the Budget Office, campuses, and System Administration professionals
- Develop, maintain, improve, and monitor required daily, weekly, monthly, and annual reporting
- Develop or improve costing models related to offerings of specific academic programs across the SUNY System
- Perform operational efficiency analysis for the SUNY System with a focus on campuses facing enrollment or financial challenges and prepare recommendations
- Perform ad hoc comparison and metric analysis to identify areas of potential operational or policy improvement
- Conduct annual reviews and reports on external data items (e.g., College Board reports, ROI reports, Social Mobility Analysis)
- Support the Budget Office in fulfilling assigned responsibilities
- Review, analyze, and summarize annual legislative bills and other documentation to inform strategy
- Provide guidance to campus and college representatives on State law and SUNY policy and regulations in budgetary and fiscal areas
- Assist with presentations on complex fiscal issues to varied audiences
- Ensure adherence to ethical conduct, regulatory compliance, and financial oversight
- Other duties as assigned
- Bachelor's degree or higher (preferably in financial operations, analytics, or related field)
- Ten years (10) or more of progressive budgeting or financial responsibility
- Data collection, manipulation, and analytical skills
- Proficiency with Microsoft Excel
- Strong verbal and written communication skills
- Salary range: $87,000–$102,000 annually; dependent on experience and qualifications
