We are looking for a proactive, independent and experienced Sr Cost Specialist with experience with complex, multi-phase, multi-million-dollar infrastructure construction projects. The successful candidate will have proven cost engineering experience with complex, multi-phase, multi-million dollar construction projects.
Responsibilities include:
preparing detailed computer generated cost estimates for infrastructure projects, reports, charts and diagrams; providing analysis and review of cost/budget expenditure and maintaining cost control reports; promptly reporting anticipated cost overages or other unsatisfactory cost elements; maintaining liaison with Data Processing in developing support for network calculations, printouts and cost reports, and other cost related services.
- Prepares detailed computer generated cost estimates for infrastructure projects, reports, charts and diagrams.
- Provides analysis and review of cost/budget expenditure and maintains cost control reports.
- Promptly reports anticipated cost overages or other unsatisfactory cost elements.
- Maintains liaison with Data Processing in developing support for network calculations, printouts and cost reports, and other cost related services.
- Develop and maintain project budgets/baselines, short- and long-term forecasts, and expenditure plans for assigned major and/or multi-year project(s) and/or programs.
- Develop the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources.
- Create and maintain a risk register; evaluate level of contingency needed using appropriate methods (e.g. Monte Carlo analysis).
- Perform complex and detailed research, updates, and data gathering/analysis in areas of cost controls (e.g. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis).
- Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to major and/or multi-year project(s) and/or programs.
- Involve and support change control and contract negotiation/claim management.
- Support the implementation, analysis, and reporting of performance using industry metrics (e.g., earned value management).
- Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact).
- Collaborate with and obtain data/information from various project stakeholders (e.g. project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure.
- Ability to communicate effectively, maintain positive working relationships, and exercise tact and diplomacy in dealing with multiple parties.
- Required:
7+ years’ experience in cost controls/management - Required:
Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience - Required:
Experience using Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application. - Required:
Experience with Project Controls software (e.g. Project, Primavera and Contract Manager) - Preferred:
Utility construction, CA regulated, regulatory, and EPC experience - Preferred:
Knowledge and experience in contract negotiation/management, handling/reviewing claims, and processing/managing change orders.
- Bachelor’s degree in Engineering, Construction Management, or other related field required
