Job Summary

Under the general direction of the Roadway Group Pre‑Design Section Manager, this position is responsible for preparing and reviewing project scoping documentation – including Scoping Letters, Project Assessment Reports, Planning Level Scoping, Project Requirements Reports, Alternative Selection Reports, Corridor Location Reports, Location/Design Concept Report, ADA Feasibility Reports, AASHTO Reports, and Design Decision reports/memos as required. The position also reviews construction documentation, technical reports, and encroachment permit applications for compliance with applicable AASHTO and ADOT design guidance and requirements;

prepares design and construction plans and documentation; acts as the ADA Coordinator for ADA‑related design compliance and reporting for programmed design projects; and ensures ADOT's Performance Based Practical Design approach is implemented and developed.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Job Duties
  • Manage, prepare, and review project scoping documentation ensuring completeness and compliance with state and federal requirements, including assessment reports, planning level scoping reports, L/DCR, ADA feasibility reports, AASHTO reports, cost estimates, project schedules, and design exception/variance reports.
  • Participate in the development, review, and updating of Roadway Design Standards, Processes, and Guidelines through research and application of industry best practices.
  • Implement and support PBPD concepts and approach on all projects, providing technical support and solutions that meet project objectives and ensuring proper documentation of decisions and scope.
  • Represent Section, Group, and ADOT at meetings, site visits, and task forces with other Sections, Groups, outside agencies, consultants, and stakeholders.
  • Perform compliance reviews of project scoping and technical reports, design/construction documentation, and others to ensure compliance with state and federal guidance.
  • Assist with the preparation and review of design and construction documentation, including calculations, drafting, and design/construction documentation in compliance with state and federal requirements.
  • Provide technical expertise and representation in legal proceedings and address roadway technical design criteria standards and practices in response to legal questions and inquiries.
Knowledge Of
  • Principles and practices of civil engineering as applied to the development, design, construction, and maintenance of the state highway system.
  • Federal and state regulations, policies, procedures, and guidelines applicable to the project development process.
  • State statutes, safety practices, methods, procedures, and techniques used in managing assigned resources, including computer applications.
  • Principles of public participation, consultant management/coordination, and project management/coordination.
  • Understanding of project budget development and administration.
Skill In
  • Oral and written communication; project management.
  • Researching and interpreting highly technical data, analyzing and designing major highway-related projects, listening and problem solving, personnel management, leadership, and employee relationships.
  • Computer applications and computer-aided analysis and design package utilization.
