Position Overview And DutiesIncumbent will serve as a technical expert for coastal structure modeling and design that focuses on the evaluation and implementation of highly complex numerical models and structure designs that optimally fit within complex projects and systems of projects. The incumbent requires ability to work and coordinate with engineers and project operators on project or system engineering needs and operational constraints for design and Operation, Maintenance, Repair, Replacement, and Rehabilitation Manuals.
Incumbent uses a variety of coastal modeling softwares, MS Office suite, CADD programs such as Microstation, GIS programs such as ARCView and ARCGIS (e.g. to build models and prepare inundation maps), internet applications and technical manager skills. Incumbent must also have the ability to communicate effectively, both orally and in writing, and have experience in the preparation and presentation of technical material to an array of audiences.
As a technical expert in coastal modeling, incumbent may serve as a District representative on Federal and State Technical Committees, as well as agency-wide committees, to help resolve coastal/navigation issues. The duties materially affect the mission-essential operation of the Charleston District and the recipient agencies.
- Utilize coastal modeling software, GIS platforms (ArcGIS/Arc View), CADD tools (Micro Station), and MS Office to develop models, analyses, and inundation maps.
- Provide technical leadership in coastal engineering design and modeling for mission-critical projects.
- Prepare and present engineering reports, correspondence, and technical briefings for senior leadership and external stakeholders.
- Serve as District technical representative on Federal and State committees to resolve complex water resource issues.
- Deliver advisory and consulting services to local, regional, and national programs.
- Coordinate multidisciplinary staff efforts to support Charleston District operations and partner agencies.
- Communicate complex technical concepts clearly to diverse audiences, both orally and in writing.
- Recognized regional technical expert within the Hydrology, Hydraulics, and Coastal Community of Practice (HH&C CoP).
- Provide subject matter expertise to USACE districts and partner organizations.
- Contribute to the development of USACE guidance, regulations, and policy in coastal engineering.
- Represent the Charleston District at internal and external meetings, workshops, and conferences.
- Support collaboration and knowledge sharing across the Corps in coastal modeling and coastal structure design.
- Advise Engineering Division staff and Project Delivery Teams (PDTs) on complex coastal analyses and design applications.
- Mentor and coach team members to enhance technical competency and quality of deliverables.
- Support timely and high-quality execution of civil works, military, and water resources projects.
- Foster professional development and knowledge transfer within the section and across District boundaries.
This position is a non-remote position, and requires the new hire to report to the Charleston District HQ Office located in downtown Charleston, SC.
Other Conditions And RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education RequirementBachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.
