Planning Engineer, Interconnection Studies

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO's Interconnection Studies department invites applications for a full-time Planning Engineer.

The Planning Engineer will coordinate, perform and review technical studies related to the interconnection of proposed new generation, transmission, and load facilities to the New York State transmission system (i.e., interconnection projects); review proposed project facilities, including the conceptual design for interconnection of the project to the NYS transmission system, and associated modeling data provided for the project; prepare base cases to be used in interconnection studies;

provide technical coordination with others involved in the performance of interconnection studies including the Interconnection Customers, Transmission Owners, consultants, and others as applicable.

ESSENTIAL DUTIES and RESPONSIBILITIES

• Reviews proposed project facilities including the conceptual design for interconnection of the project to the NYS transmission system and associated modeling data provided for the project
• Prepares base cases to be used in interconnection studies.
• Provides technical coordination with others involved in the performance of interconnection studies and interconnection facility studies including the Interconnection Customers, transmission owners, consultants, etc.
• Performs or reviews the technical analysis (steady state, short circuit, and/or stability analysis, etc.) for interconnection studies.
• Evaluates and identifies any system upgrade facilities and/or system deliverability upgrades required for proposed projects and develops cost estimates for the identified upgrades.
• Prepares and/or reviews interconnection study reports and associated documentation.
• Leads and/or participates in project study meetings
• Participates and presents at stakeholder meetings as appropriate

Qualifications include:

• Bachelor's Degree in Electrical Engineering is required; a concentration in power systems preferred
• 3+ years of experience in the areas of power system planning or design, especially planning or design of transmission system facilities preferred
• Experience with computer programs used in transmission planning or interconnection studies such as power flow, short circuit and/or transient stability
• Knowledge of the following software tools is desired:
  • Power Flow (Siemens PTI PSS/E & Power
    
    GEM TARA)
  • Steady State Analysis (Power
    
    GEM TARA program or equivalent)
  • Stability (primarily PSS/E)
  • Short Circuit (primarily ASPEN)
• Knowledge of reliability standards and practices related to power system planning and design.

The position will be filled at the level (i.e. Associate Engineer (0-3 years of experience), Engineer (3-5 years of experience), or Senior Engineer (5+years of experience)) appropriate with experience and qualifications.
