The primary role of this position involves overseeing the evaluation of both coal and non-coal surface mining permit applications, as well as National Pollutant Discharge Elimination System (NPDES) permit applications. This entails conducting an independent assessment of the data submitted in the applications, which includes a comprehensive office review and an extensive field survey in collaboration with the staff engineer, mine inspector, and explosive inspector.

The position requires effective communication and coordination with various stakeholders, including the applicant, consultants, and state and federal agencies such as the Pennsylvania Fish and Boat Commission, Pennsylvania Game Commission, Pennsylvania Historic and Museum Commission, U.S. Fish and Wildlife Service, U.S. Environmental Protection Agency, and the U.S. Department of Surface Mining, to address and resolve any concerns that may arise during the permitting process.

A critical aspect of the role is to forecast the potential impacts of the proposed mining operations on water resources by conducting a detailed analysis of the site's geological and hydrological characteristics, as well as the mining plan itself. This involves collaborating with the applicant to identify strategies that minimize adverse effects, which may necessitate the application of advanced geological principles and cutting-edge mining techniques to address hydrologic and conservation challenges effectively.

The position also requires making informed technical decisions that lead to final recommendations regarding permit applications. This process involves interpreting and validating the application data related to the site's stratigraphy, structural features, geochemistry, and hydrology. Key strati graphic data includes drill logs detailing the overburden to be impacted, as well as cross-sections and fence diagrams, while structural data encompasses orthographic projections and structure contour maps.

In addition, the evaluation of overburden geochemistry for coal surface mine applications is essential, which includes performing acid/base accounting to assess the chemistry of the overburden. Utilizing geochemical and mineralogical tools is crucial for determining the quality of the overburden, particularly in identifying minerals and rock types that may either contribute to acid formation or possess acid-neutralizing properties.

Lastly, the assessment of hydrologic data is vital for understanding the characteristics of the site's surface and groundwater. This includes identifying the types and locations of aquifers, as well as determining the direction of regional groundwater flow, which is essential for ensuring that the mining operations do not adversely affect local water resources.

Work Schedule and Additional Information:

• Full-time employment
• Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in New Stanton. The ability to telework is subject to change at any time.

• Salary:Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of
  $69,203.00 (before taxes).

QUALIFICATIONS

Special Requirements:

• This position requires possession of an active Pennsylvania non-commercial Class C driver's license or equivalent.
• This position requires possession of an active license as a professional geologist issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
