The Department of Facilities and Fleet Management Property Management Division is seeking a talented, highly qualified, and energetic individual interested in furthering a career in public administration.

This position serves as program manager for large facility improvement projects, capital programs, energy efficiency initiatives, and sustainability programs in a team-oriented, challenging, friendly workplace.

About This Role

The position serves as a principal engineer and departmental program manager for large facility improvement and capital projects. The successful individual will create and facilitate project budgets, design and construction of renovation and/or green facility construction projects (ranging from $100,000 to $5+ million), building site improvements, Building Management System upgrades, solar array projects, electrical vehicle charging stations, and building alterations. The successful candidate will be responsible for project planning, budget estimating, schedule creation, monitoring project quality and specifications, communicating with user agencies and stakeholders, and managing all aspects of the process through design and construction.

A critical and expanding component of this role is leadership of the county's energy efficiency and sustainability programs. You will oversee a $4 million annual utility budget covering 168 county sites and 510 utility accounts. This includes energy analysis and tracking, utility bill management, identifying and implementing energy conservation projects, and conducting cost-benefit analyses for efficiency improvements. You will spearhead the county's electric vehicle charging expansion—a rapidly growing initiative scaling from current capacity to over 150 charging stations county‑wide.

This position will interact and work with consultants, code officials, end users, and other internal and external government agencies. The successful candidate must be able to multi‑task, understand and work with architect and engineering disciplines, and be a team player. The ability to understand design, construction processes, and building systems is essential. This is not an entry‑level position and requires the ability to work with citizen groups, regulatory agencies, and cross‑functional teams.

Familiarity with Federal, State, and Local grants related to sustainability and green infrastructure is ideal. Must possess a valid driver’s license and the ability to pass a background check if needed for a project.

Minimum Requirements

Bachelor’s degree in an engineering discipline (civil, mechanical, electrical, environmental, or architecture) and 3 years of experience in facility management, capital project management, or engineering.

Preferences
  • Professional Engineer (PE) or Engineer-in-Training (EIT) licensure
  • Project Management Professional (PMP) or Certified Construction Manager (CCM) certification
  • Master’s degree in architecture, engineering, or facilities management
  • 10+ years of experience leading and managing commercial renovation and new construction projects
  • Excellent understanding of design and construction phases, processes, and team leadership
  • Experience providing consultative services and reviewing/investigating design and compliance issues
