This position is responsible for efficiently managing highway construction projects. It administers highway construction contracts, including determining the acceptability of materials furnished and work performed, and ensures compliance with State and Federal requirements. It administers ITS and highway construction contracts, including determining acceptability of materials furnished and work performed; documents contract supplemental agreements with approval authority up to $200,000 and authority to suspend contract work.
The role includes participating in and representing ADOT in meetings, conferences, and seminars, ensuring safety and environmental standards are met by ADOT, consultants, and contract employees. Supervises field office staff (project supervisors, team leaders, field inspectors, office technicians, and consultants) including hiring, training, work assignments, performance appraisals, counseling, promotions, and other personnel actions. Manages field office budget, vehicle fleet, IT equipment, fixed assets, and expendables.

This position may offer the ability to work remotely, within Arizona, based on the department’s business needs and performance expectations. The State of Arizona supports flexible work arrangements under its Remote Work Program, with all work performed within Arizona unless an exception is authorized in advance.
Job DutiesEvaluate progress of highway construction projects. Review material sampling and testing, project inspection, and contract payments. Confer with internal and external agencies to resolve conflicts at the lowest level possible, escalating as needed. Write, track, and implement contract supplemental agreements. Ensure contractor compliance with safety and environmental standards. Research, analyze, interpret, and recommend changes to highway construction standards and procedures (including standard specifications and drawings, project plans, special provisions, safety, environmental, and local-government standards, and highway construction materials, equipment, and practices).
Represent the field office and district at ADOT meetings, conferences, seminars, and information sessions. Supervise field office staff, manage training and safety enforcement, and oversee the field office budget, vehicle fleet, IT equipment, and fixed assets.
Knowledge Of
- Principles and practices of civil engineering applied to construction of the state highway system.
- Federal, State, ADOT, and local standards pertaining to highway construction, environmental protection, public relations, safety, procurement, vehicle operation, and fixed asset management (including fiber optic and communication networks).
- Google Platform.
Skill In
- Research, analysis, and interpretation of technical highway construction standards and procedures, including fiber optic and communication networks, installation, inspection, testing, and Traffic Management Systems.
- Development and implementation of field office priorities and procedures related to construction material sampling and testing, project inspection, and contract administration.
