Summary:

The Permitting Analyst is responsible for executing end-to-end permitting services for energy and infrastructure projects, including oil and gas, renewables, and related facilities and linear infrastructure. The role supports assigned projects from intake through approval, including preparation of permit applications and supporting documentation, coordination of internal inputs, and agency submittal follow-through. The Permitting Analyst maintains accurate status and timeline visibility for Project Managers and clients, supports routine agency coordination and deficiency responses, and ensures permit deliverables are accurate, complete, and agency-ready.

The Permitting Analyst coordinates permitting work across internal teams (Project Management, Survey, Engineering, GIS) and external stakeholders (clients, agencies, and vendors) to ensure submittals align with applicable federal, state, and local requirements. Typical scopes include county and municipal permits, state oil and gas commission filings (e.g., ECMC, TX RRC, WOGCC, NMOCD), and federal permitting (e.g., BLM ROW/APD), along with permit condition tracking and compliance support through post-approval reporting and closeout as assigned.

  • Permitting requests are executed end-to-end with clear scope, required inputs, and realistic timelines established early and maintained through approval.
  • Submittals are accurate, complete, and agency-ready with minimal rework, supported by consistent QA/QC checks and documentation standards.
  • Permitting tasks are visible and actively managed with reliable status tracking, due dates, and ownership clearly communicated to Project Managers and clients.
  • Agency coordination is timely and professional, including routine follow-up and deficiency responses, with appropriate escalation when requirements, schedules, or conditions change.
  • Internal coordination is effective across Project Management, Survey, Engineering, and GIS to obtain inputs on time and prevent downstream delays.
  • Permit conditions and assigned post-approval obligations are tracked and supported through execution, including reporting and closeout needs that impact field work and project deliverables.

Permitting Delivery and Execution

  • Execute permitting work for assigned projects from intake through approval, including application preparation, supporting exhibits, and submittal packaging.
  • Confirm permit scope, required inputs, dependencies, and target timelines with the Project Manager and internal teams.
  • Prepare and submit permit applications for local, state, and federal jurisdictions as assigned, following agency requirements and client standards.
  • Track permit status, approvals, conditions, and expirations; document requirements, constraints, and next steps and communicate impacts to the project team.
  • Support permit condition tracking and assigned post-approval obligations, including required reporting, notifications, and closeout documentation.

Agency, Client, and Internal Coordination

  • Coordinate with agencies to confirm procedures, timelines, and documentation requirements; document communications and outcomes.
  • Respond to routine agency questions and deficiency requests; coordinate corrections and resubmittals; elevate higher-risk issues as needed.
  • Coordinate with clients and internal teams (Project Management, Survey, Engineering, GIS) to obtain required inputs, resolve data gaps, and maintain schedule alignment.
  • Provide clear and timely status updates to Project Managers and clients, including risks, dependencies, and action items.

Quality, Documentation, and Process Discipline

  • Produce accurate, complete permitting deliverables consistent with company standards; apply QA/QC checks prior to submittal.
