The Manager, Procurement is responsible for sourcing, evaluating, negotiating, placing, managing and closing out contracts for services and commercial-off-the-shelf (COTS) and special/custom designed materials required in support of new vessels constructed by Seaspan Vancouver Shipyards under the National Shipbuilding Strategy (NSS). The position is responsible for ensuring that cost, delivery and quality of purchased goods and services meet program requirements, budgets, Industrial and Regional Benefits commitments and specifications.

The position works closely with key stakeholders in handling supplier and product selection. In addition, the position will work collaboratively with Seaspan’s Corporate Supply Chain team on leveraging the acquisition of those goods and services to achieve savings through demand aggregation. This position reports into the Senior Director, Supply Chain and is also accountable for the Supply Planning team, with day-to-day responsibility for material demand forecasting, order policies and inventory strategies across new vessel programs.

Note:
Due to business needs, this position is required to be fully on-site at 2 Pemberton Avenue, North Vancouver. After 90 days of onsite work and onboarding, this position will allow to work from home 1 day per week.

What you'll do

  • Lead the sourcing, evaluation, selection, procurement and delivery of goods and services required in support of new vessels constructed by Seaspan Shipyards.
  • Lead the development of procurement strategies and procurement plans for each new ship design and construction, in collaboration with the Program Office, Engineering, Planning and IRB teams.
  • Develop detailed material procurement process plans by material category for each vessel and develop a phased material procurement schedule template for new ship design and construction.
  • Full accountability for the on-time order and supply of materials and services to support new vessel construction schedules at Seaspan Vancouver Shipyard.
  • Successfully carry out the responsibilities under the Control Account Management (CAM) framework, with full budget responsibilities for material spend across new vessel programs.
  • In conjunction with the Engineering Department, incorporate the specifications into bid packages in accordance with Seaspan’s established procurement procedures.
  • Collaborate with various functions to ensure standardization and a high degree of material and equipment commonality is achieved across new vessel programs; with specific emphasis on leveraging volume pricing within our Master Supply Agreements (MSA) and Blanket Purchase Agreements (BPA).
  • Ensure that the contract terms and conditions incorporate technical, schedule, IRB and quality requirements, including the flow down of the terms and conditions of the customer’s Design and Build Contracts as and when required.
  • Lead the preparation of bidder selection recommendations and participate in presenting to senior leadership for approval.
  • Ongoing management and monitoring of key supplier performance indicators (KPIs) including on time delivery of goods, services, documentation, and resolution of non-conforming materials.
  • Provide day-to-day management to direct report staff by setting goals, assigning work, providing guidance and leadership on day-to-day activities, evaluating performance and discipline.
  • Assist the Engineering and Estimating departments by obtaining pricing information from suppliers to support new program estimates.
  • Maintaining and reporting budget expenditures, variances to budget, estimate to complete, risk mitigation actions and plans to achieve opportunities.
  • What you'll bring

  • 5+ years of management level Procurement experience in a manufacturing environment, preferably in the shipbuilding industry.
  • 10+ years of related work experience in sub-contracts or contracts in manufacturing, shipbuilding, defense or construction industries.
  • Dynamic, highly motivated individual with strong leadership skills and the ability to collaborate and influence multiple functions and teams to achieve key objectives.
