Position: ASSET MANAGEMENT SPECIALIST

Position Overview

The public works asset management specialist position maintains data in GIS and appropriate software for City public works infrastructure (roads, utilities, and facilities), and uses this data to guide maintenance, repair, and capital project decisions. Key duties include asset inventory, and condition assessment. This position supports the public works team in documentation, trend analysis, prioritization, risk assessment, and maintenance and replacement prioritization.

The role involves technical and analytical work, as well as cost estimating skills.

Job Summary

This position tracks system performance and condition for senior management and utilizes GIS and performs regular and routine tasks that will support long term trend analysis for good decision making. The incumbent will also work with the public works team in collection, analysis, and reporting of data on public infrastructure assets and uses asset data to support prioritization, risk‑based decision‑making for maintenance, repair, and capital projects.

Serves as a key player in the implementation of operational standards for infrastructure maintenance, repair, and replacement. This is a non‑supervisory position.

Job Duties General
  • GIS Data management:
    Primary responsibility includes collecting and maintaining asset data (e.g., condition, location, repair history) in databases and GIS systems.
  • Performance monitoring:
    Tracks asset performance and compliance with regulations, providing reports on financial and physical health.
  • Budgeting:
    Assists in developing and forecasting capital and operating budgets and identifying funding needs.
  • Project coordination:
    Advises leadership on project prioritization, coordinates with other divisions, and manages projects as needed.
  • Training and guidance:
    Provides technical guidance and training to other staff on asset management principles and the use of related software.
  • Serve as the primary resource for documentation, trend analysis, and follow‑through on administrative items related to maintenance and operation of facilities and performance of key components.
  • Administrative responsible for tracking fleet replacement schedule.
  • Track citizen complaints related to streets, signs, sidewalk and infrastructure within city right of way.
  • Monitor work orders upon request.
  • Driving to and from various off‑site meetings.
  • Regular and reliable attendance is required to perform the duties of this position and support departmental operations.
  • Employees are expected to follow all applicable workplace safety rules and practices in accordance with Washington State Department of Labor & Industries (L&I) guidelines. This includes maintaining a safe and ergonomically appropriate workstation in both office and remote work environments and promptly reporting safety concerns or hazards.
  • All employees may be required to perform emergency response duties in the event of a local emergency or disaster and are required to participate as part of the City’s emergency operations.
  • All employees share responsibility for maintaining a workplace culture that promotes respect, dignity, and professionalism toward colleagues, community members, and the residents we serve.
  • Perform other duties as assigned.
Utilities
  • Implement and manage a water reservoir inspection and cleaning program. Coordinate with PW Water Utility (Goal is to get tanks on a 10‑year cleaning and inspection schedule).
  • Implement and manage a systematic sewer lift station inspection program. Annual task coordinated with PW Sewer Utility to run through all elements of each sewer lift station and identify replacement items to be programmed. Includes establishing a schedule and program to have pumps removed and rebuilt on a regular basis.
  • Monthly data downloads & analysis/trend tracking (Both sewer and water).
  • Using GIS and infrastructure condition data identify neighborhood areas for CIPP lining type projects vs. areas in need of full rebuild. Prepare high level cost estimates. Coordinate with PW operations on side sewer, service line or other issues.
  • Primary person for Cross Connection Control program.
  • Keeping on top of compliance and doing the follow‑up letters/emails.
