With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.
Responsibilities- Align funding strategies with project timelines and priorities.
- Evaluate funding options for eligible projects and review applications and request forms.
- Provide expertise and support staff in determining local match requirements and meeting funding deadlines.
- Attend relevant webinars and trainings to stay updated on guidelines and compliance.
- Ensure Project Managers complete required training.
- Monitor projects for timely fund use and compliance.
- Track deadlines, file extensions, and review grant invoices for accuracy.
- Collaborate with staff on reporting and submission of authorization and allocation forms.
- Develop plans and estimates work orders for the construction of public works and capital improvement projects and programs (including public buildings, transportation infrastructure, public spaces, and public services); inspects project sites; assists in solution of difficult engineering problems; interprets specifications and City policy; makes change orders.
- Participate in the selection and management of consultant engineers for the development of plans and specifications, studies and reports; reviews plans for construction prepared by private engineers.
- Provide direct supervision over lower level staff including assigning, directing, training, and evaluating subordinate staff; performs evaluations; and recommends discipline.
- Check computations and specified materials for accuracy and conformance with regulations; reviews and makes recommendations on technical reports and studies.
- Initiate and conduct engineering planning studies to identify public works facilities; review and participate in the preparation of environmental assessments and studies; prepare project status reports; and check private building plans for compliance with City building codes and ordinances.
- Serve as staff to a variety of City commissions, boards, and committees on various engineering matters; and coordinate engineering related activities with other City departments, divisions, and sections and with outside agencies.
- Develop and implement environmental regulatory programs; and analyze water quality data and prepare regulatory reports as applicable.
- Prepare various applications for state and federal grants; assist in the preparation and administration of budget and capital improvement plans.
- Within City guidelines, recommend and select contractors; oversee contractor work.
- Manage and/or participate in the preparation of complex engineering studies and reports related to public works and capital improvement projects.
- Provide structural plan review for the most complex development projects and confirm construction documents comply with all code requirements; evaluate alternate materials, design, and methods of construction requests; and establish schedules and methods for planning, design, construction, rehabilitation, and operation/maintenance.
- Provide technical advice and assistance to City staff.
- Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for services, labor, materials and related resources for public works projects and/or programs; monitor and control expenditures.
- Oversee, review, and participate in preparation of environmental assessments and studies related to City and private projects; meet with developers to discuss projects or to resolve design issues; and review new development plans.
- Prepare and present information to City Council and various commissions.
- Perform other or related duties as assigned.
The ideal candidate will have experience managing capital projects funded with state and federal funds and be an expert on grant program guidelines, requirements, and eligibility. They will have experience coordinating with the Sacramento Area Council of Governments and the Sacramento Transportation Authority, as well as working with Caltrans Local Assistance and the Local Assistance Procedures Manual (LAPM) requirements. The ideal candidate will be proactive in sharing knowledge and available to assist team members with any questions.
