OverviewOmega Technical Services is seeking a highly motivated Project Controls 3 to support ongoing operations in Los Alamos, NM. The Senior Project Controls / Cost Engineer provides advanced support to the Earned Value Management System (EVMS) and Project Controls System, performing and overseeing cost engineering, planning, and scheduling activities for assigned projects. This position requires a seasoned professional who applies extensive experience, professional judgment, and Laboratory objectives to resolve complex project controls issues creatively and effectively.
The role involves independent execution, trend analysis for management attention, and potential supervision or technical direction of cost engineering and planning/scheduling personnel.
- Support and implement Earned Value Management System (EVMS) and Project Controls processes.
- Perform cost estimating, cost analysis, and cost control activities for assigned projects.
- Develop, maintain, and monitor project schedules, including schedule analysis and reporting.
- Identify cost and schedule trends and communicate findings to management for timely decision-making.
- Support project organizational and administrative activities as delegated.
- Provide technical direction and oversight for cost engineering and/or planning and scheduling activities when assigned.
- Ensure assigned work is completed in accordance with approved schedules and project requirements.
- Contribute to the development and improvement of project controls methodologies, tools, and processes.
- Prepare and deliver accurate, detailed status reports to project and management stakeholders.
- Coordinate activities of other personnel as required.
- Bachelor's degree in engineering, construction management, business, or a related field.
- Post‑graduate coursework in engineering, project management, cost engineering, or a related discipline is preferred.
- Minimum of 8 years of related experience in project controls, cost engineering, planning, and scheduling, or an equivalent combination of education and experience.
- Active DOE Q Clearance with eligibility for A‑Level Access.
- Demonstrated experience performing, monitoring, and reviewing: cost estimating; cost control and cost analysis; schedule development, control, and analysis.
- Advanced working knowledge of EVMS tools, principles, and processes.
- Experience working in both field and home office environments.
- Strong analytical skills with the ability to resolve complex project controls issues independently.
- Proficiency in Microsoft Office, including Excel and Word.
- Strong oral and written communication skills.
- Ability to work with minimal direction and exercise significant judgment and initiative.
- Experience serving as a Control Account Manager (CAM).
- Advanced knowledge of project budgeting, cost estimating, cost control, and cost analysis; project scheduling and corrective action implementation.
- Experience supporting engineering or construction management projects in a DOE or national laboratory environment.
- Experience supervising or mentoring technical and non‑technical personnel.
- Proficiency with multiple discipline‑specific project controls or scheduling software applications.
- Demonstrated ability to develop new methods, tools, or approaches to improve project controls performance.
A 40 hour work week is scheduled. Client utilizes various work schedules including 5/8s (8 hour/day; five days per week), 4/10s (10 hours/day; four days per week), and 9/80s (9 hours/day, five days on week AA and four days on week BB). Work week excludes Client holidays. Each workday has a 30‑minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager.
