Position Overview
To be considered for this position, candidate must be serving permanently in the civil service title of Assistant Civil Engineer, or reachable on the open competitive civil service list.
Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on New York City’s streets. The Division’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM’s Design & Construction (D&C) unit provides professional engineering oversight for geometric design elements of NYC roadways and maintains curb geometry and street plans for the City’s 6,300+ miles of roads, official pavement marking and concrete island plans, and the refurbishment of 250+ million linear feet of pavement markings.
ResponsibilitiesAssist in the development of Street Improvement Projects that enhance safety for pedestrians, bicyclists, motorcyclists, and motor vehicles. Under the guidance of senior staff, Project Engineers:
- Collaborate with internal units to address identified safety concerns.
- Prepare drawings and details using AutoCAD.
- Perform street design work of moderate difficulty and responsibility.
- Assist with research, investigations, or studies related to street design functions or activities.
- Participate in meetings and perform related duties.
- Conduct field work to determine field conditions and design constructability to refine designs.
This role requires detail‑oriented, accurate, team‑player qualities and excellent communication skills.
Preferred Skills- Driver’s license valid in New York State, maintained throughout employment.
- Proficiency in AutoCAD, GUIDESign, Auto Turn, Microsoft Office Suite.
- Familiarity with AASHTO, MUTCD, NYC Street Design Manual, NACTO publications.
- Excellent written and oral communication skills.
- Baccalaureate degree from an accredited college in civil engineering and one year of full‑time satisfactory civil engineering experience; or
- Baccalaureate degree and a Master’s degree in civil engineering.
- 55‑a Program: open to qualified persons with a disability.
- Public Service Loan Forgiveness: eligible for federal loan forgiveness and state repayment assistance.
- Residency Requirement:
New York City residency is not required.
Less than 2 years of city service – New Hire Rate: $66,330. 2 or more years of city service – Minimum Incumbent Rate: $76,279.
Remote WorkThis position is eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program between the City and DC37.

Hours/Shift35 hours per week (time to be determined).
