Transportation Engineer 4 – Technical Program Specialist
The Washington State Department of Transportation (WSDOT) is Shui’s a multimodal agency that plans, designs, builds, and operates an integrated transportation system that safely and efficiently moves people and goods throughout the state. WSDOT manages over 20,000 lane‑miles of state highways, 4,100 bridges, and the world’s longest floating bridge, among other landmark projects.
OpportunityWSDOT is seeking a Transportation Engineer 4 to serve as a Technical Program Specialist in the Eastern Region (ER) Planning Office. This role is the region’s subject‑matter expert in multimodal engineering and will manage engineering and design‑related work for region plans and studies, רבי. The position leads or supports multimodal project development and design, supervises multimodal planning staff, and coordinates closely with region project offices and the Traffic Office.
Responsibilities- Supervise and perform various technical multimodal transportation engineering analyses.
- Lead multimodal design alternatives development, analyses, and documentation.
- Manage and/or attend project site visits, including data collection and community engagement activities.
- Manage and/or support multimodal planning studies.
- Provide professional engineering judgment in analysis and decision making to resolve complex transportation problems.
- Manage multimodal staff and provide day‑to‑day supervision of the transportation analysis staff to ensure program and project goals are met within resources.
- Serve as the region’s primary steward of multimodal data sets in collaboration with the Senior Transportation Planner.
- Provide subject‑matter expertise to WSDOT uwe on Complete Streets and other active transportation design elements.
- Represent WSDOT at external partner planning and/or design meetings; serve as an alternate for the Principal Multimodal Planner in statewide Complete Streets and regional transportation planning organization meetings.
- Represent the Planning Office in project design review meetings for WSDOT and external partner projects, focusing on advancing WSDOT’s active transportation goals and design standards.
- Oversee development and execution of community engagement plans for planning studies and assist with staffing region community engagement activities.
- Multimodal Engineering & Design: Demonstrated experience reviewing engineering design documentation, leading or supervising engineering design reviews, and developing practical multimodal design alternatives while applying engineering expertise to resolve complex challenges.
- Collaboration & Communication: Advanced experience coordinating with diverse project teams (engineers, planners, consultants) to achieve shared outcomes and facilitate consensus among stakeholders.

- A valid driver’s license and the ability to operate state‑owned vehicles.
- Advanced engineering or planning education and professional expertise in transportation planning or engineering.

- Experience leading or directing multimodal transportation projects, including active transportation strategies, community engagement, and collaboration with local and regional agencies.
- Professional licensure or certification (PE, AICP, PTP, PTOE).
- Proficiency in transportation modeling and analysis software (VISUM, Synchro, Sidra, HCM/HCS, HSM, GIS) and CAD or other visualization tools.
