Quantity Surveyor – NEC Option C (Target Cost)

Location:

Hybrid working arrangement:

• 3 days per week on site (Aldermaston, Reading)

• 1 day per week at head office (King’s Cross)

• 1 day per week working from home

The Role
We are seeking an experienced Quantity Surveyor to take ownership of the day-to-day commercial management of a major construction project delivered under an NEC4 Option C Target Cost form of contract.
This role is designed for a commercially capable QS who can manage operational commercial activities, control change, and integrate cost information, enabling the Senior Quantity Surveyor to focus on strategic cost recovery, risk management, senior negotiations and overall commercial leadership.
You will act as the central commercial coordinator, ensuring that cost, change, records and applications are aligned, robust, auditable and contractually compliant.

Key Responsibilities
Cost Management & Forecasting (Option

C)

• Maintain and update the Cost Reconciliation Forecast (CRF) in line with NEC4 Option C requirements.

• Track Defined Cost against Target and forecast final outturn.

• Identify cost trends, risks and emerging commercial pressures.

Change Management – NCEs, EWNs & Compensation Events

• Lead the drafting, issuing and administration of:
o Notified Compensation Events (NCEs)
o Early Warning Notices (EWNs)

• Ensure all notices are:
o Timely
o Contractually compliant
o Fully substantiated

• Issue NCEs, EWNs and Compensation Event quotations via CEMAR

• Prepare and coordinate CE quotations, including:
o Cost build-ups
o Assumptions
o Supporting records

• Maintain and manage change control registers.

Commercial Team Management & Oversight

• Manage and oversee a Quantity Surveyor responsible for:
o Take-offs
o Measurement
o Pricing support for Compensation Events

• Review and challenge CE take-offs and pricing prior to submission.

• Oversee timesheet collation undertaken by another QS, ensuring:
o Accuracy
o Consistency
o Compliance with Defined Cost rules

• Provide guidance and quality control rather than undertaking transactional data entry.
Assistant QS Oversight – Cost Records & Procurement

• Oversee an Assistant Quantity Surveyor responsible for:
o Purchase Orders
o Supplier and subcontractor invoices
o Delivery notes

• Ensure procurement records are:
o Correctly allocated
o Matched and reconciled
o Fully supported

• Confirm all cost records are suitable for inclusion as Defined Cost.

Applications for Payment

• Integrate all commercial inputs to produce robust monthly applications, including:
o Defined Cost
o Fee
o Implemented Compensation Events

• Ensure alignment between:
o Cost records
o CE quotations
o CRF forecasts
o Submitted applications

• Proactively minimise exposure to Disallowed Cost.

Records, Audit & Contract Compliance

• Ensure all commercial records are:
o Complete
o Traceable
o Audit-ready

• Support open-book cost reviews and audits.

• Maintain compliance with NEC4 Option C requirements and contract amendments.

Reporting & Interfaces

• Produce structured commercial reports for senior commercial leadership.

• Interface closely with:
o Planning teams (programme and time impacts)
o Construction teams (progress and productivity)
o Engineering teams (design change and development)

• Attend commercial and change-related meetings as required.

Skills, Knowledge & Experience
Essential

• Proven experience as a Quantity Surveyor on MEP or complex construction projects.

• Strong working knowledge of NEC contracts, ideally Option

C.

• Practical experience with:
o Defined Cost
o CRF forecasting
o Change management

• Experience issuing notices and quotations via CEMAR or similar NEC systems.
Desirable

• Experience in highly regulated environments (e.g. nuclear, defence, infrastructure).

• Familiarity with high volumes of design development and contractor-driven change.

• Experience managing or overseeing junior commercial staff.

• Liaise with the Senior Quantity Surveyor, with them leading the overall commercial strategy and senior-level negotiations
