HOURS OF WORK: Monday to Friday, 37.5 Hours per week
Join our vibrant, inclusive community in Complex Facilities working on our Engineering Team within our Complex Facilities business unit. We are looking for an exceptional candidate with great attention to detail and communication skills. You will have proven mechanical engineering experience within an operational estate or facilities management environment, someone who can deliver an excellent service to our clients.
The Principal Authorising Engineer (Mechanical Bias) is responsible for ensuring compliance with Safe Systems of Work (SSoW) for mechanical disciplines across the organisation. This includes pressure systems, confined spaces, and other high-risk mechanical activities. The role provides technical leadership, audits compliance, and maintains competency frameworks in line with statutory and organisational requirements.
What you will do:- Implement and maintain Amey Safety Rules for mechanical systems in accordance with JSP 375, HTM’s, Amey standards and associated compliance frameworks. Be responsible for setting the Amey Safe System of Work Safety Rules for High-Risk Activities in the mechanical discipline framework.
- Act as Subject Matter Expert (SME) for mechanical engineering disciplines, including pressure systems and confined spaces.
- Appoint, assess, and monitor Authorised Persons (Mechanical) and ensure competency and quality standards are met.
- Define AP responsibilities and maintain an up-to-date register.
- Issue Letters of Appointment (valid for up to 3 years) following competency assessments.
- Provide AP support to mitigate priority resilience risks as needed.
- Develop and review mechanical safety strategies, policies, and procedures aligned with Pressure Systems Safety Regulations (PSSR) 2000, Confined Spaces Regulations 1997, and Health and Safety at Work Act 1974.
- Conduct audits and inspections to verify compliance with statutory and contractual obligations. Audit site performance and deliver Corrective Actions using the SMART principle.
- Lead investigations into mechanical safety incidents and provide technical reports for regulatory bodies. Investigate compliance issues, liaising with clients and Enforcement Authorities as required.
- Develop technical publications relevant to the Amey CF contracts incorporating industry best practices from leading organisations such as IET, CIBSE, REFCOM, GASSAFE, BESA, SFG
20, and BSRIA. - Provide technical training and stay current with legislation, codes of practice, and industry standards.
- Ensure Amey’s Safe Systems of Work (SSoW) across the Complex Facilities Contracts are suitable, sufficient, and compliant with technical, safety, and legislative standards through regular reviews with the HSEQ and Compliance Assurance teams.
- Liaise with internal stakeholders and external regulators to ensure best practice and continuous improvement.
- Obtain a DIO Authorising Engineer Licence in Mechanical for MoD Sites
- Attend Industry events and forums, seeking to influence future iterations of applicable Heath, Safety, Environmental and Quality regulations and guidelines with FM professional standards at the core of this work.
- Strategy Development for High-Risk Safety Compliance across the FM portfolio inclusive of other disciplines, Electrical and Petroleum.
- Contribute to bidding process, support work winning and prioritise oversight of mobilising contracts to ensure all compliance risk is identified, analysed and mitigated in line with commercial and financial strategy
- Ensure and improve the delivery of service excellence across Complex Facilities Business Unit through maximising efficiency and effectiveness, actively sharing best practice and seeking opportunities for risk management.
- Ensure the Compliance System is a robust reference for future bids and in line with industry standards and Best Practice.
- Review supply chain quality to assess service excellence for Compliance.
- Ensure that business imperatives are clearly communicated and understood by operations and compliance team colleagues.
- Support and contribute to continuous improvement
- Collaborate with other Authorising Engineers to enhance Amey CF Engineering services, including the Amey Supply Chain Partners (SCP) technical onboarding process.
- Demonstrable AE/AP knowledge with relevant operation and maintenance experience.
- Comprehensive knowledge and understanding of technical, safety and risk management, including current safety issues, legislation, management, and ISO standards.
- Working knowledge of quality management systems (ISO
9001 and ISO
45001) with a high degree of procedural, technical, and HSE compliance. - Ability to interpret and provide authoritative advice on technical management issues.
