About the role
As a Pavement Engineer you'll lead and support the effective management of pavement assets by developing and delivering long-term, value-driven maintenance and renewal strategies aligned with DBFO objectives.
This role includes contributing to the ongoing improvement of asset management systems (such as HAPMS and Agile), collecting and maintaining highway inventory data, and identifying, scoping, and supporting pavement projects. You’ll also assist in managing surveys and inspections, ensuring accurate data informs planning and investment decisions. You’ll mentor junior team members, support innovation, and work collaboratively across technical, commercial, and stakeholder teams to ensure safe, sustainable, and cost-effective outcomes.
Participation in the 24-hour emergency call-out rota is required (minimum six days in six weeks), and a strong commitment to CPS’s Zero Harm safety culture is essential.
Based location can be:
Leatherhead, Dartford, South Mimms.
- Manage the condition, performance, and renewal of pavement assets across the network.
- Provide technical support to engineers and collaborate with internal and external stakeholders, including National Highways and DBFO Co.
- Work closely with the O&M team to support maintenance activities and advise on emergency or temporary repairs.
- Lead the development and continuous improvement of the Pavement Asset Management Forward Plan (AMFP), including 5- and 30-year programmes, in line with DBFO contract requirements.
- Carry out inspections, lifecycle analysis, whole-life assessments, and contribute to asset strategy reviews.
- Identify and implement innovations to improve asset management practices.
- Actively promote a strong health and safety culture and support CPS’s Zero Harm and sustainability commitments.
- Respond to urgent issues and participate in the emergency call-out rota (minimum six days every six weeks).
- Consistently demonstrate the values of Connect Plus Services in your day-to-day work.
- Degree qualified (or equivalent experience) in a relevant discipline.
- Working towards or holding membership of a professional body (e.g. ICE, CIHT, or equivalent).
- Understanding of pavement design standards (DMRB, MCHW) and pavement maintenance practices, including RWSC.
- Proficient in Microsoft Office, with the ability to adapt to asset management systems such as Agile.
- Familiarity with real-time asset databases and a willingness to embrace evolving digital tools.
- Awareness of related areas such as drainage, geotechnical engineering, and commercial impacts of operational changes.
- Strong planning and project management skills are beneficial.
- Able to build and maintain strong working relationships with colleagues, clients, and key stakeholders, including DBFO Co and National Highways.
