JOB OVERVIEW
The Technical Development Manager is responsible for supporting the Behind the Meter (BTM) Development teams with RFP and project pipeline support. The Technical Development Manager will collaborate with the Engineering team in order to effectuate design optimization, based identified and known site conditions and constraints. The Technical Development Manager will take the lead in defining and creating proposal (scope and schedule) instructions tendered to EPC partners, as well as take the lead in defining Project budget and schedule.
The Technical Development Manager will also lead early-stage site/project diligence tasks such as: structural rooftop feasibility, geotechnical analysis and exploration, site visits and switch gear discovery, ESA Phase I, entitlement, exclusion zone identification, and conditional permitting.
This position will be based in our San Francisco office, or for the right candidate as a remote position. The Technical Development Manager reports to the Technical Development Director and works closely with the Commercial team, Design and Engineering team, Execution team, and the Project Finance team.
Please note that we will be moving to a new office in San Francisco starting mid-November 2025.
KEY RESPONSIBILITIES- Support interrelated Commercial and Development RFP response coordination.
- Support project pipeline diligence: site walks, desktop diligence, scope delineation, and technical communication with vendors and project team(s) on assigned projects and portfolios.
- Ensure alignment with Engineering team’s design optimization to support specific project requirements and energy production maximization.
- Provide COGS/Budget support through proxy pricing tools or through EPC solicitation when feasible.
- Generate initial COGS/Budget and drafts preliminary schedule and scoping qualifications for VP, Director and/or Sr. PM review, consultation, and approval.
- Manage solicitation and support the due diligence of EPCs and vendors.
- Provide technical support, both internal and external collaboration, for evaluation and application of new technologies (e.g., microgrids).
- Coordinate with EPC contractors to meet deliverable requirements associated with RFP responses.
- Track RFP document control for projects including reports, plans, specifications, and addenda to ensure proposals are generated based on the most current documentation and direction received.
- Provide technical support with Interconnection analysis for RFP and/or pipeline projects as required.
- Support early-stage site diligence and development as well as entitlement and conditional permitting.
- Review terms of project execution in customer and/or vendor contracts.
- Facilitate hand-off to Development Project Manager for project execution and implementation.

- Proven track record of accomplishments working as a Project Engineer, Project Manager, or Estimator.
- BS in related field of work:
Construction Management, Engineering, or similar. Engineering or related technical degree preferred. - Strong organizational and communication skills, both written and verbal.
- Ability to distill technical concepts and considerations into language that would be better suited to less technically-focused customer representatives or FFP team members.
- Motivation to accomplish tasks to achieve company goals and objectives.
- High level of knowledge and experience in the renewable energy industry, solar PV project engineering, development, and/or construction preferred.
- Extremely proficient in MS Office and MS Project. Expertise in CAD and PVSyst preferred.
- Desire to work in a growing company in the renewable energy field.
PHYSICAL DEMANDS
This position is primarily sedentary in nature and requires prolonged periods of sitting at a desk in front of a computer; however, this position does require travel in support of site visits and project job walks. It is fair to assume that the Technical Development Manager will travel less than 25% of the time. The Technical Development Manager should be comfortable traveling to various sites including construction sites and being around heavy equipment.
The Technical Development Manager should be comfortable walking on rooftops, as well as open fields when attending job walks.
