Bechtel Infrastructure’s Renewables & Clean Power business line is seeking qualified project controls professionals for forthcoming combined cycle power plant projects planned in Texas and Wyoming. The project teams will be initially based in Reston, VA; following contract award, selected candidates will relocate to designated project sites. This is an exciting opportunity to be part of the reemerging power business supporting our customers and society.
Job Summary:In this position, you will lead a team to manage cost engineering, cost estimating, cost analysis/control, forecasting, and planning/scheduling activities for a project that requires technical skill and expertise. You will provide leadership, oversight, guidance, training, and mentoring to your team on key project procedures and risk management to ensure successful project execution and delivery. #LI-JL1
Major Responsibilities:- Manages cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for a large, complex project, or for discipline/project/proposal estimating or staff planning activities that requires a high degree of technical skill and experience
- Develops the preparation and presentation of project/program estimates and cost forecasts
- Identifies and provides innovative solutions to cost engineering and planning/scheduling problems
- Reviews Earned Revenue Determination Data, Proposal Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations for assigned project/program
- Reviews contract drafts for adequacy of cost and scope definition and Project Controls requirements
- Coordinates development of all data in support of negotiations
- Provides oversight, training, mentoring, and ensures capability of Project Risk Coordinator(s) and Project Risk Specialist(s) in conducting PERM activities towards the attainment of project objectives
- Develops and maintains project Risk Management Plan (RMP), metrics, and reports
- Develops and reviews risk breakdown structures, risk libraries, and risk identification tools and frameworks in support of project needs
- Provides leadership in terms of integrating the risk management process with other key project procedures (e.g., Change Management, Forecasting, Cost, Trends, and Claims and support corporate
- Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.
Skills:
- Extensive expertise and proven track record in overseeing cost engineering functions, including estimation, control, analysis, as well as planning and scheduling activities both on-site and in the home office. Demonstrated ability in management, supervision, and personnel administration, including providing performance evaluations to leadership and staff. Skilled in problem identification, analysis, resolution, and facilitating informed decision‑making.
- Proficient in translating prime contract requirements into comprehensive Project Execution Plans and defining subcontract scopes. Experienced in establishing project controls systems and reporting protocols for prime contracts and subcontracts.
