OverviewUNICEF, in partnership with the Ministry of Education, UNESCO, UNFPA, and various CSO partners, supports the coordination and implementation of Menstrual Hygiene Health (MHH) in Jordan. This consultancy will design and operationalize two evidence‑informed, behaviourally grounded educational programmes for children and for parents/caregivers to prevent online child sexual exploitation and abuse (OCSEA) in Jordan.
Target Groups and ScopeThe consultant will create two complementary, age‑ and context‑sensitive programmes: one for children and one for caregivers. The programmes will be designed for institutional uptake and scale across schools, community platforms, and national child protection systems.
Children’s Educational Programme- Age‑segmented groups: 6‑9 (early primary), 10‑13 (upper primary), 14‑17 (adolescents)
- Promote protective online behaviours, safe decision‑making, and knowledge of child‑friendly reporting mechanisms
- Adapt content to differences in cognitive development, digital behaviours, risk exposure, and communication needs across age groups
- Target parents, guardians, and other caregivers with supervisory responsibility for children in Jordanian and refugee communities
- Strengthen practical skills and behaviours, including trust‑based communication, age‑appropriate digital guidance, risk recognition, and timely use of child‑friendly reporting mechanisms
- Adapt delivery to caregivers’ levels of digital literacy, technology access, time constraints, and social norms
Both programmes must be inclusive and adapted to the needs of refugee children, children with disabilities, and families in high‑risk or low‑supervision environments.
Behavioural and Social Norms LensThe consultant will apply a behavioural and social norms approach to address:
- Fear of disclosure and reporting
- Parent–child trust and communication dynamics
- Social stigma related to online sexual abuse
- Gender norms affecting disclosure and protection
Programmes should include practical components that support safe dialogue within families, reduce blame and shame, and promote help‑seeking behaviours.
Sustainability and InstitutionalizationDesign programmes for integration into child safe spaces, community‑based child protection programming, school platforms, and national awareness strategies.
DeliverablesMethodology, stakeholder engagement strategy, and desk review of existing programmes.
Stakeholder consultation through FGDs and KIIs.
Identify and agree on priority behaviours.
Comprehensive, creative, interactive, culturally relevant, age‑appropriate content.
Endorsed programmes with national stakeholder review.
Clear communication messages targeting caregivers and children.
Training workshops on implementation of educational programmes.
Recommendations for sustainability and integration into national child protection systems.
- Master’s degree in Child Protection, Education, Psychology, Social and Behavioural Sciences, Public Health, Social Work, Digital Safety, or Child Online Protection.
- Demonstrated experience designing child‑focused and parent‑focused prevention programmes.
- Strong understanding of online child safety, OCSEA, and digital risks.
- Proven five‑year experience applying behavioural or social norms approaches.
- Five‑year experience working with government systems and UNICEF or similar contexts.
- Ability to translate complex protection issues into accessible, child‑friendly content.
- Fluency in both Arabic and English.
