WSP is recruiting a Construction Manager for the Power Constructors, Inc. (PCI) sector at our Vancouver, WA office. The role can be performed remotely from any of the following mutually acceptable locations:
Seattle, WA;
Lake Oswego, WA;
Clarkston, WA;
Spokane, WA;
Portland, OR; or Boise, .
Provide high‑level technical project leadership and guidance, managing the administrative, commercial, and technical components of assigned projects in accordance with WSP’s core values and contractual service levels. The role involves overseeing financial, technical, client‑satisfaction, quality, safety, and schedule aspects of moderate to large‑scale, regionally scoped projects.
Your Impact- Serve as the constructability resource, working closely with a dedicated civil engineer on early development and progressive design of high‑voltage transmission lines and systems.
- Collaborate with the project team to provide oversight and input to cross‑functional teams, managing budgets, hours, expenses, task completion, cost and quantity estimates, deliverables, compliance documentation, and contractual obligations.
- Contribute to the development of project proposals, cost estimates using WBS tasks, scope, schedules, resource plans, risk contingencies, and QA/QC plans.
- Assist the design team with constructability reviews of:
- Construction Specifications and Bid Units
- Construction Drawings
- Construction Estimates
- Construction Bill of Materials
- Construction Feasibility Studies and Reviews
- Project Documentation Review with Project Teams
- Permitting Support with government agencies
- Environmental Support
- Construction Scope of Work and Schedule
- Collaboration with GIS to create map books
- Develop constructability plans for:
- Transmission line access road routing network and areas of effect (road types, guard structures, work areas, landings, lay‑down yards, fly yards, pulling and tensioning sites) documented in Google Earth.
- Conductor pull plans, including pulling location easements and construction step plans.
- Participate in field trips for constructability/field verification and planning.
- Provide field investigations and pre‑construction planning at project locations, traveling up to a week at a time.
- Participate in problem‑project reviews, offering root‑cause analysis and solutions.
- Assist with client or discipline meetings during design review cycles.
- Exercise ethical decision‑making regarding company funds, resources, and conduct; comply with WSP’s Code of Conduct and policies.
- Perform additional responsibilities as required by business needs.
- Bachelor’s degree in construction management or related discipline, or equivalent proven experience.
- 10+ years of post‑education experience as a certified high‑voltage lineman or substation wireman, and/or PMP certification or equivalent.
- Hands‑on experience in high‑voltage transmission line construction from foundations to wire stringing, access road routing, and lay‑down site planning.
- Deep understanding of construction procedures, specifications, drawings, bills of materials, bid units, and estimates.
- Solid knowledge of project delivery processes within the high‑voltage industry and demonstrable execution experience.
- Strong critical‑thinking and problem‑solving skills with a clear grasp of project‑management principles.
- Effective interpersonal and communication skills.
- High‑level self‑leadership, attention to detail, multi‑tasking, and adaptability in a dynamic environment.
- Independent work capability with minimal oversight, providing guidance to junior team members while rigorously following QA/QC.
- Excellent technical writing and proficiency with MS Office suite (Word, Excel, Visio, Project, SharePoint) and project‑management tools.
- Understanding of transmission/distribution line construction from layout through energization.
- Ability to collaborate across multiple disciplines (lands, environment, GIS, civil/line engineering).
- Track record of upholding workplace safety and adherence to WSP’s health, safety, drug/alcohol, and harassment policies.
- Pass a background check for federal badging.
